Job Role: Principal Network Compliance Officer
Temporary or Permanent: Temp
Possible End Date: 3-6 months (possible extension)
Number of Positions: 2 position
Location: Harrow
Office Based/Hybrid: All working hours will be at office/onsite client premises
Driving Licence Required: Yes
Vehicle Access Required: Yes, and business insurance
Rate of Pay: £32 p/h umbrella

Purpose:
To be responsible for day to day inspection and enforcement regimes for New Roads and Street works Act, Highways Act and highways safety inspections and report on conditions and bring about improvements
Take action as appropriate including the service of formal notices in accordance with established procedures, working with the Police, Council departments or partner agencies as appropriate

Key Responsibilities:

• Deputise for the Network Team Leader as necessary to ensure continuance of service delivery.
• To provide a lead role within New Roads and Street Works Act, Highways Act and Highways maintenance, acting as a coach and providing expert guidance to other Technical Officers and Technical Support Officers designated to support them in delivering effective services.
• To be responsible for day to day inspection and enforcement regimes for statutory street works and highways safety and enforcement inspections and report on conditions to bring about improvements
• Carry out sample inspections on completed highway authority works to ensure that quality control and accuracy of measuring by contractors is maintained
• Promote and maintain effective contacts and relationships with customers, customer representatives, Council officers, Members and external contractors as appropriate, to facilitate effective service delivery and development

Job Requirements:

• Previous experience working within a local authority or a similar organisation.
• At least 2 years experience within a Principal Network Compliance Officer role or equivalent.
• Comprehensive knowledge and understanding of the Traffic Management Act 2004 and New Roads and Street Works Act 1991
• Experience of carrying out enforcement actions in relation to highways and street works, including evidence preparation and presentation of legal cases
• Experience of providing an effective inspection regime and evidence of using regulations, including financial penalties to achieve statutory objectives and targets.
• Full, clean UK driving licence
