JOB SUMMARY
To provide expert leadership and independent oversight of child protection processes, acting as the Council’s lead advisor on safeguarding and child protection practice. The post holder will chair Child Protection Conferences and complex safeguarding meetings, ensure high-quality decision making, promote multi-agency working, and drive continuous improvement in child protection practice to safeguard and promote the welfare of children.



JOB DESCRIPTION
The duties and responsibilities of the role will include:  

• Leadership and Professional Advice
  • Act as the Council’s lead advisor on child protection and safeguarding matters, providing expert guidance to internal services and external partner agencies.
  • Provide professional advice on complex child protection issues, including allegations against professionals and other high-risk safeguarding concerns.
  Chairing and Decision Making
  • Independently chair Child Protection Conferences, complex strategy discussions, and allegations against professionals’ meetings.
  • Ensure all decisions are child-focused, proportionate, evidence-based, and promote the safety and welfare of children within a robust multi-agency framework.
  • Ensure accurate, timely, and comprehensive records are maintained in line with statutory requirements, Department for Education returns, and performance reporting.
  Quality Assurance and Practice Improvement
  • Undertake a clear quality assurance role by reviewing child protection and child care practice to promote high standards and continuous improvement.
  • Carry out audits of cases involving children subject to Child Protection Plans, as required, and contribute to service learning and development.
  • Ensure electronic case recording is accurate, up to date, and completed within required timescales.
  Legislative and Policy Compliance
  • Ensure all safeguarding decision making is compliant with relevant legislation and statutory guidance, including:
    
    • Children Act 1989 and 2004
    • Working Together to Safeguard Children
    • London Child Protection Procedures
  • Ensure Council equal opportunities policies are implemented consistently in service delivery and employment practices.
  Participation and Partnership
  • Maximise the participation of children and parents by ensuring they receive clear information, appropriate support, and opportunities to contribute meaningfully to safeguarding processes.
  • Promote effective partnership working across agencies to safeguard children and improve outcomes.
  Training and Development
  • Contribute to the development and delivery of child protection and safeguarding training.
  • Facilitate professional practice forums and learning events as required to raise standards and strengthen practice.
  Management and Service Development
  • Deputise for the Safeguarding, Review & Quality Assurance Manager as required.
  • Contribute to the Child Protection and Safeguarding Team Service Plan, supporting initiatives to improve service delivery and outcomes for children.
  • Ensure complaints are managed in line with departmental policies and within agreed timescales.
  General
  • Undertake any other duties appropriate to the role, consistent with its seniority and responsibilities.

THE SUCCESSFUL CANDIDATE
The successful candidate will have the following skills and competencies:

• • Comprehensive knowledge of safeguarding and child protection practice.
  • Significant experience of chairing Child Protection Conferences and complex multi-agency meetings.
  • Strong understanding of relevant legislation, statutory guidance, and local safeguarding procedures.
  • Ability to analyse complex information, exercise sound professional judgement, and make defensible decisions.
  • Excellent communication and facilitation skills, with the confidence to challenge practice constructively.
  • Strong commitment to equality, diversity, and inclusive practice
