Job Role: Principal Network Compliance Officer
Temporary or Permanent: Temp
Possible End Date: 5 months (possible extension)
Number of Positions: 2 positions
Location: Harrow
Office Based/Hybrid: All working hours will be at office/onsite client premises
Short Brief/Requirement: Street works and NRSWA including Highways safety inspection
Driving Licence Required: Yes
Vehicle Access Required: Yes
DBS Required: Basic DBS required
Rate of Pay: Negotiable  

Main duties/Responsibilities:

• To provide a lead role within New Roads and Streetworks Act, Highways Act and Highways maintenance, acting as a coach and providing expert guidance to other Technical Officers and Technical Support Officers designated to support them in delivering effective services.
• To be responsible for day to day inspection and enforcement regimes for statutory street works and highways safety and enforcement inspections and report on conditions to bring about improvements
• Prepare, as necessary, reports and statements of evidence for legal proceedings resulting from contraventions of legislation, to meet and advise lawyers on cases to assist in the preparation of cases and securing legal action and to attend court to give evidence on behalf of the Council as required.
• To issue notices to statutory undertakers and other departments in relation to the timing of activities on the highway network
• Prepare, as necessary, reports and statements of evidence for legal proceedings resulting from contraventions of legislation, to meet and advise lawyers on cases to assist in the preparation of cases and securing legal action and to attend court to give evidence on behalf of the Council as required.
• To issue notices to statutory undertakers and other departments in relation to the timing of activities on the highway network
• Carry out sample inspections on completed highway authority works to ensure that quality control and accuracy of measuring by contractors is maintained

Job Requirements:

• At least 2 years experience working as a Principal Network Compliance Officer or equivalent
• Full UK Drivers Licence and access to vehicle 
• Street works supervisor qualification and current registration, or relevant experience. Highway Maintenance Inspection qualification
• Experience of carrying out enforcement actions in relation to highways and street works, including evidence preparation and presentation of legal cases
• Experience of providing an effective inspection regime and evidence of using regulations, including financial penalties to achieve statutory objectives and targets.
