Southampton City Council is seeking an experienced Programme Manager to manage medium to large-scale projects within the Housing and General Fund programmes. This interim role will support the Service Manager – Construction Project Delivery in delivering high-profile, complex projects while ensuring compliance with regulations, budget, and schedule. The ideal candidate will bring exceptional project management skills, a strong track record of working in a politically sensitive environment, and the ability to lead a multi-disciplinary team toward achieving strategic outcomes.

Key Responsibilities 

1. Lead medium to large-scale complex projects, ensuring alignment with agreed objectives on scope, budget, and timelines.
2. Develop, maintain, and monitor project documentation, including business cases, highlight reports, risk registers, and budgets.
3. Use Project Online or similar systems to track and report on project performance monthly.
4. Ensure team-wide adherence to statutory and regulatory requirements, including Building Regulations and CDM 2015 compliance.
5. Line manage Project Leads, Framework Supplier Project Managers, and Cost Managers
6. Scrutinize and validate information provided by team members, ensuring compliance with project management principles.
7. Conduct regular team performance reviews, site inspections, and quality assurance checks.
8. Escalate and address project risks effectively while supporting team members in managing their project escalations.
9. Foster strong relationships with senior stakeholders, ensuring effective communication throughout the project lifecycle.
10. Oversee the selection and performance of external consultants and contractors in line with SCC procurement policies.
11. Support the development of SCC’s Project Management strategy in collaboration with senior management.
12. Deputize for the Service Manager – Construction Project Delivery as required.
13. Comply with SCC’s Health & Safety and Equality policies.
14. Be proactive in personal development, including participating in CPD opportunities.
15. Willingness to undertake other relevant duties as required by the evolving needs of the Council.

• Degree in the built environment or equivalent professional experience.
• PRINCE2 or equivalent project management qualification
• Proven experience managing revenue and capital projects in the built environment.
• Strong ability to deliver service improvements in a complex, politically sensitive environment.
• Excellent IT skills, including the use of project management tools and MS Office.
• A collaborative approach to driving cultural and organizational change.
• Experience managing budgets, preparing cash flow projections, and operating in line with financial policies.
• Skilled in analytical thinking, problem-solving, and coaching others.
• Demonstrable commitment to equality, diversity, and inclusion principles.

• Chartered status with RIBA, RICS, CIOB, or APM.
