Are you eager to land a brand new role? Our client, a busy local authority in West Berkshire, are looking for an experienced Deputy S151 Officer to join their team and play a crucial role in their finance operations. 

Position: Deputy s151 Officer (Deputy Chief Finance Officer")
Rate: £750 per day umbrella
Contract Duration: Temporary (April 2025) with Possible Extension
Working Pattern: Hybrid (2 days in the office) 37 hours per week

Working Hours: Candidates may need to work occasional evenings to attend Council meetings.

Role Overview: As Deputy s151 Officer, you will be a key member of the Finance Service Management Team, contributing to strategic planning, financial governance, and service improvement. You will lead and manage the Financial Management, Revenues, and Benefits teams, ensuring the effective delivery of service objectives and financial strategies.

Key Responsibilities:

• Provide high-level financial advice to the Council, Executive Members, and senior officers.
• Lead on revenue budgeting and the Medium-Term Financial Strategy.
• Ensure strong financial management and control across the Council.
• Oversee the annual billing of business rates, Council Tax, and benefits.
• Develop and implement financial policies in line with legislation and best practices.
• Support senior managers in delivering good financial governance.
• Represent the Council in public forums and provide strategic leadership.

Requirements:

• Fully qualified accountant with significant post-qualification experience.
• Strong leadership and management experience in financial services.
• Expertise in financial and budgetary management, revenue collection, and benefits administration.
• Ability to provide strategic financial advice and support senior decision-making.
• Understanding of local government finance and taxation frameworks.
• Willingness to work occasional evenings for Council meeting
