Position: Mechanical and Electrical Contracts Manager
Location: Portsmouth 
Duration: 3 Months 
Rate: £45.00 per hour
Hours: 9:30–12:00 and 14:00–16:00 (business hours 08:00–18:00)

Purpose of the Role: 
My client is seeking a skilled Mechanical & Electrical Contracts Manager to join its newly formed Compliance Service within Building Services. This pivotal role will oversee the management of key Term Service Contracts relating to mechanical and electrical (M&E) repair, servicing, and compliance across both Housing Revenue Account (HRA) assets (17,000 dwellings) and corporate properties.

Key Responsibilities:

• Lead the management and delivery of M&E Term Service Contracts, with a focus on gas servicing and repair for housing and M&E servicing across commercial assets.
• Ensure compliance with all relevant statutory duties, providing assurance through accurate certification and documentation.
• Oversee budgets of approximately £10 million annually, ensuring efficient cost control and value for money.
• Lead and support a team of staff responsible for compliance monitoring and contract management.
• Develop, implement, and review service policies and procedures in line with legal and operational requirements.
• Manage the procurement and performance of strategic service contracts and frameworks.
• Work closely with senior leaders across the Council to ensure contract delivery aligns with operational needs.
• Provide expert technical advice on M&E issues across the organisation.
• Ensure services meet customer expectations while maintaining economic sustainability.
• Actively monitor industry trends to identify emerging risks and opportunities for service improvement.
• Participate in the Directorate’s out-of-hours escalation rota, responding to urgent Building Services issues as needed.

• A degree in a relevant building or technical discipline and be chartered (or working toward chartership) with a recognised body such as RICS, CIBSE, or CIOB. Equivalent experience will also be considered.
• Strong technical knowledge of mechanical and electrical systems, including the ability to assess compliance and quality of work.
• Significant experience in managing strategic service contracts (NEC4 knowledge desirable).
• Experience in public procurement, including contract scoping, evaluation, and award processes.
• Practical knowledge of key legislation including:
  
  • Gas Safety (Installation and Use) Regulations 1998
  • Electrical Installations (18th Edition)
  • Control of Asbestos Regulations 2012
  • Health and Safety at Work Act 1974
  • Building Regulations and Approved Documents
• A full UK driving licence and access to a vehicle for site travel.
