Office Based/Hybrid: 3 Days in the office
Duration: 1 Year
Hours: 37 Hours Per week
Rate: c£400 per day

Purpose of the Role: 

The Heat Metering and Billing Project Manager will lead the delivery of a compliant, efficient, and resident-focused billing strategy for the Council’s growing heat networks. The role ensures legal compliance, optimises income (circa £10M), and drives cross-departmental collaboration to improve customer experience and financial sustainability.

Key Responsibilities:

• Lead the delivery of a compliant heat metering and billing system, ensuring alignment with regulatory requirements and best practice across the housing portfolio.
• Develop and implement a strategic billing approach that maximises income recovery and improves the customer experience for residents on heat networks.
• Engage residents and stakeholders through co-design and consultation, ensuring the billing solution is transparent, fair, and resident-focused.
• Coordinate cross-departmental collaboration and system changes to support accurate billing, reporting, and integration with existing housing and finance systems.

• Strong understanding of district heating systems, metering and billing technologies, and related regulations.
• Proven experience leading complex projects with multiple stakeholders.
• Familiarity with housing law, including landlord, tenant, and leaseholder responsibilities.
• High-level data analysis and risk management capabilities.
• Experienced in drafting policy documents, governance reports, and presenting to senior stakeholders.
• Ability to independently manage workload using structured project methodologies.
• Effective communicator with a track record of delivering high-quality customer service.
• Experience working collaboratively across teams and with residents.
• Knowledge of energy management principles and driving behaviour change in public settings.
• Relevant qualification in housing (e.g., Chartered Institute of Housing) or equivalent professional experience.
