We are looking for a Property Accounts Officer to join our Home Ownership Services team. Reporting to the Property Accounts Manager, you will be responsible for managing the collection of service charges and other income, ensuring compliance with Greenwich Council’s recovery procedures and legal regulations. You will also provide high-quality customer service, handling enquiries, disputes, and complaints from residents, MPs, and Council Members.

Key Responsibilities

• Manage a portfolio of accounts, ensuring timely payments and taking necessary legal action when required.
• Advise leaseholders on payment options, service charge reductions, and instalment plans.
• Issue regular statements and maintain accurate financial records.
• Respond to complex enquiries, complaints, and MP/Council Member queries in a professional and timely manner.
• Investigate and resolve disputes, collaborating with relevant departments as needed.
• Prepare court documentation and represent the Council in court proceedings when necessary.
• Assist in Leasehold Valuation Tribunals and explain outcomes to stakeholders.
• Ensure compliance with relevant landlord and tenant legislation, lease agreements, and financial regulations.
• Conduct means testing and provide welfare benefits advice to support residents.
• Identify and process cases for debt write-offs, cancellations, and refunds.
• Ensure accurate financial records, reconciliations, and reporting.
• Work closely with other Council departments and external agencies, including solicitors and financial advisor
• Participate in customer engagement events, occasionally working evenings or weekends.
• Conduct home visits and site meetings when necessary

What We’re Looking For

• Strong knowledge of financial management, debt recovery, and landlord-tenant legislation.
• Experience in customer service and dispute resolution.
• Ability to manage multiple cases effectively and work to performance targets.
• Excellent communication and interpersonal skills.
• Attention to detail and proficiency in financial systems.
