Our client has an exciting opportunity for a Sr. Business Process Analyst to join a high-performance team supporting the Department of Veterans Affairs (VA) cloud ecosystem. This role offers a significant growth opportunity for an experienced analyst to support continuous process improvement, organizational transformation, cloud modernization, change management, performance measurement, and customer-focused delivery.
The Sr. Business Process Analyst will serve as a trusted advisor to VA stakeholders and work independently at scale to analyze current business operations, identify gaps and improvement opportunities, define future-state processes, and support the implementation of sustainable, measurable solutions. The successful candidate will collaborate with customer, business, technology, computer services, client services, and program teams to ensure process improvements align with organizational objectives, applicable policies, Federal requirements, and quality standards.
Job Responsibilities

• Provide expertise in continuous process improvement, organizational redesign, change-management initiatives, performance measurement, and business-process analysis.
• Define, document, and maintain business processes, policies, roles, responsibilities, performance metrics, controls, and supporting procedures.
• Conduct current-state analysis to understand existing workflows, operating models, systems, process dependencies, pain points, and performance constraints.
• Perform gap analyses, benchmarking, best-practice identification, organizational assessments, and related analytical activities to identify improvement opportunities.
• Design future-state business processes, operating models, workflow improvements, transition approaches, and change-management strategies.
• Develop and implement process-improvement plans that support organizational goals, customer requirements, cloud modernization, and operational efficiency.
• Interface with customer, computer services, client services, business, technology, and program stakeholders to gather information, validate findings, and coordinate process improvements.
• Provide oversight for the development and maintenance of quality programs, systems, processes, procedures, and performance measures to support compliance and consistent quality outcomes.
• Interpret and apply applicable policies, regulations, governmental requirements, and agency guidelines to ensure proposed processes and operational practices remain compliant.
• Work with operating entities and delivery teams to provide continuous-process-analysis oversight, enforce requirements, measure performance, and identify corrective actions.
• Coordinate with business and technology teams to elicit, document, prioritize, and validate business, functional, process, reporting, and system requirements.
• Conduct client interviews, stakeholder workshops, requirements-gathering sessions, and process-review meetings.
• Develop and deliver presentations, process-improvement briefings, training courses, and workshops addressing measurement, analysis, improvement, governance, and process control.
• Perform cost-benefit analyses, impact assessments, risk analyses, and feasibility evaluations for proposed process improvements and transformation initiatives.
• Apply Agile and Scaled Agile Framework (SAFe) principles and practices to align strategy, manage large portfolios, improve cross-team collaboration, enable business agility, and accelerate value delivery.
• Develop business requirements, user stories, use cases, functional specifications, workflow diagrams, process maps, business models, and related analysis artifacts.
• Use business-modeling techniques, including UML, BPMN, and comparable methods, to communicate current-state and future-state processes clearly.
• Develop data-driven insights using Excel, SQL, Power BI, Tableau, and other analysis and reporting tools; communicate findings and recommendations to technical and non-technical audiences.
• Use project-management and tracking tools, including JIRA and Microsoft Project, to support planning, prioritization, dependencies, milestones, risks, and delivery status.
• Independently determine and develop approaches to complex process, operational, and business problems, applying sound judgment and established policies to develop practical solutions.
• Provide technical direction, mentoring, and guidance to junior analysts and team members in accordance with established policies and management direction.
• Represent the team during customer engagements and provide solutions to difficult technical, operational, and business-process issues associated with specific projects.
• Support multiple concurrent projects and workstreams while meeting deadlines, maintaining high-quality deliverables, and ensuring alignment with customer and organizational objectives.
• Stay current with industry trends, emerging technologies, business-analysis practices, cloud transformation approaches, and applicable regulations; recommend relevant improvements.

Required Skills

• Expertise eliciting, analyzing, documenting, validating, and managing business requirements, business processes, workflows, policies, roles, responsibilities, and performance measures.
• Proficiency creating functional specifications, user stories, use cases, process-flow diagrams, workflow models, process maps, business requirements documents, and acceptance criteria.
• Experience with business-modeling techniques and tools, including UML, BPMN, Microsoft Visio, Lucidchart, or comparable applications.
• Demonstrated experience performing current-state analysis, gap analysis, benchmarking, best-practice analysis, organizational assessment, future-state design, transition planning, and change management.
• Proven knowledge of Agile and SAFe methodologies, including applying iterative delivery practices and scaling Agile principles across large organizations, portfolios, and multiple delivery teams.
• Familiarity with software-development and project-delivery methodologies, including Agile, SAFe, Waterfall, hybrid delivery models, and associated governance practices.
• Proficiency with project-management, tracking, and collaboration tools, including JIRA, Microsoft Project, and comparable tools.
• Understanding of database concepts and basic querying skills.
• Strong data-analysis, interpretation, visualization, and reporting skills, including proficiency using Excel, SQL, Power BI, Tableau, or comparable tools.
• Ability to translate complex technical information, cloud concepts, data findings, and operational requirements into clear business language for non-technical stakeholders.
• Excellent written and verbal communication skills, with strong presentation, facilitation, workshop-management, and stakeholder-engagement capabilities.
• Strong analytical, critical-thinking, problem-solving, and decision-making skills.
• Ability to identify process and operational problems, assess root causes and impacts, develop practical solutions, and make recommendations based on sound judgment.
• Strong interpersonal skills and the ability to build and maintain effective working relationships with customers, technical teams, business stakeholders, leadership, and external partners.
• Demonstrated ability to lead and mentor junior analysts and team members and coordinate cross-functional project teams.
• Ability to prioritize and manage multiple projects, tasks, stakeholder needs, and competing deadlines effectively.
• Strong organizational and documentation skills, including the ability to maintain complete project documentation, business requirements, process flows, decision records, metrics, and analysis artifacts.
• Familiarity with industry-specific regulations, standards, compliance requirements, and best practices applicable to Federal and healthcare environments.
• Demonstrated customer-service orientation, including the ability to understand customer needs and deliver solutions aligned with business objectives.
• Ability to adapt quickly to changing priorities, evolving requirements, and dynamic work environments.
• Commitment to continuous improvement, professional development, ongoing education, and relevant certifications.
• U.S. Citizenship is required, along with the ability to obtain and maintain a Public Trust security clearance.

Desired Skills and Experience

• Experience supporting VA, Department of Defense, or other Federal government programs.
• Experience supporting cloud modernization, cloud-migration, enterprise transformation, or large-scale process-improvement initiatives.
• Experience supporting healthcare, healthcare interoperability, clinical systems, benefits systems, or other regulated healthcare environments.
• Experience with FHIR, HL7, or EDI X12 transactions, particularly 278 and 275 healthcare transactions.
• Experience facilitating Lean, Six Sigma, or similar continuous-improvement initiatives.
• Experience supporting quality-management systems, process compliance, audit readiness, and performance-management programs.
• Advanced certifications such as CBAP, PMP, Six Sigma, Certified ScrumMaster (CSM) or SAFe Scrum Master (SSM).

Education and Experience

• Bachelor’s degree in Engineering, Business, Information Technology, Management, or a related scientific or technical discipline and 20 years or more of relevant experience; or a master’s degree in an applicable discipline and 10 years or more of relevant experience.
• Proven track record of successfully leading and delivering complex business-process, operational-improvement, transformation, or technical projects.
• Experience working across multiple industries, operating environments, or functional domains is beneficial.
• Experience supporting complex, regulated enterprise or Federal environments is preferred.
