Role: Program Manager — CBP Clearance Required

Job Description:
Falcon IT & Staffing Solutions is seeking a technically fluent Program Manager to lead federal application delivery, modernization and operations. This role connects government stakeholders with engineering teams, combining executive program governance with hands-on technical understanding.
Lead Agile software delivery, DevSecOps, COTS integration and operations and maintenance for mission-critical applications. Guide rapid release cycles, translate changing mission needs into actionable technical priorities, and help teams manage architectural feasibility, technical debt and deployment risks.
  
Requirements:

• U.S. citizenship and current CBP clearance.
• Lead engineering teams through rapid software and mobile application delivery, CI/CD and short-turnaround release cycles.
• Coordinate government Product Owners, Scrum Masters, architects and DevOps teams to resolve technical roadblocks and cross-team dependencies.
• Oversee program scope, staffing, budgets, schedules, subcontractors, risks, performance metrics and contract compliance.
• Provide executive briefings, program status reports, risk assessments and strategic recommendations.
• Support urgent requirements and off-hours or weekend mission surges.
• Promote automated testing, containerization, cloud-native practices and CI/CD maturity to improve delivery and software quality.

  
Qualifications:

• Bachelor’s degree in Information Technology, Business Administration or a related field.
• 10+ years of experience managing large federal IT programs.
• 5+ years managing COTS projects covering development, maintenance and modernization.
• 5+ years of hands-on technical experience in engineering, architecture, DevOps or systems analysis.
• Proven software and mobile delivery experience, including rapid release cycles, continuous delivery and automated CI/CD pipelines.
• Strong Agile and software development lifecycle leadership.
• Ability to build strong federal customer relationships and communicate effectively with executive stakeholders and engineering teams.
• Strong leadership, program governance, problem-solving and decision-making skills.

  
Preferred Qualifications:

• PMP or relevant Agile or cloud certifications, such as PMI-ACP, CSM, SAFe or AWS/Azure certifications.
• DHS delivery experience.
• Familiarity with microservices, containers, GovCloud environments and automated testing.
• Familiarity with DHS SELC, TRB processes and federal security authorizations (ATO).

  
Salary Guidance: Approximately $175,000 annually.
  
Work Arrangement: Hybrid in Ashburn, VA. Exact onsite schedule and start date will be discussed during the recruiting process.
