Our client in ACT seeks the services of DSS L3 Program Manager with Baseline clearance.

Length of Contract: 12 months | Possibility of Extension: 2*12 months

Responsibilities:
Governance & assurance - Ensure delivery aligns with ICT governance, policies, regulatory requirements, and stage gate approvals across network and edge programs.
Stakeholder alignment - Engage business, product, security, and technical stakeholders to define and prioritise requirements aligned to network strategy and cyber security objectives.
Executive reporting - Produce concise, high-quality reporting and governance artefacts with clear visibility of progress, risks, dependencies, and decisions.
Technical coordination - Lead cross-functional coordination across engineering, architecture, infrastructure, security, and vendors to align design, integration, and delivery.
Financial management - Own budget end-to-end, including forecasting, cost control, and variance management; ensure delivery within approved funding and drive cost optimisation and commercial discipline.
Integrated delivery control - Maintain oversight of schedule, budget, risks, issues, and dependencies, ensuring alignment to baselines across multi-site deployments.
Change & risk management - Govern change and proactively manage risks and issues, ensuring impacts to design, security, budget, and delivery are assessed and controlled.
Delivery planning - Drive integrated plans across network, security, and infrastructure, actively managing dependencies such as carriage, site readiness, and vendor inputs.
Vendor management - Manage vendors and partners to deliver against scope, service levels, quality, timeframes, and commercial obligations.
Operational readiness - Ensure effective transition to operations, including service acceptance, documentation, and support readiness.
Technical Skills:
Desirable experience in previous roles working with technical resources and familiar with the following (or similar) technologies to deliver projects: Network Infrastructure - Expertise in LAN, WAN, SD-WAN, Wi-Fi, and network security (firewalls, VPNs, Zero Trust). Cloud & Virtualisation
Experience with AWS, Azure, Google Cloud, and virtualisation technologies (VMware, Hyper-V, SDN). IT Governance & Compliance - Knowledge of ITIL, COBIT, TOGAF, and cyber security standards (ISO 27001
Essential Criteria:
Outstanding governance experience, the ability to prepare project/program artefacts and present information in a business ready format.
Highly developed skills in preparing project documentation including project and program plans, risks, scope, issues and dependencies.
Extensive experience working in Federal Government.
Ability to adapt/work across agile and waterfall methodologies.
At least 5 years' experience in delivering technology and/or infrastructure projects.
Sound analytical skills.
Demonstrated ability to critically assess information and articulate results through words and diagrams.
Demonstrated ability to lead and manage technical teams, partnering with multiple vendors to deliver outcomes under tight timeframes.
Excellent stakeholder engagement skills.
Demonstrated ability to communicate effectively with a range of stakeholders, including senior executives, technical experts, and end users, using appropriate methods and tools.
Able to negotiate, influence, and collaborate with others to achieve common goals.
