Role: Health & Civil Chief Architect.
Location: Fairfax, VA. Must be local to the Washington, D.C., Maryland, and Northern Virginia area.
Job Description:
The Chief Architect (CA) will provide senior technical leadership for the Health & Civil (H&C) Sector. As the top technical authority for the sector, the CA sets the technical vision and architecture strategy across the H&C portfolio and supports contract delivery and operations, business development, and proposal development.
The CA is the principal technical resource for these areas and represents Concept Plus in executive-level customer meetings related to ongoing contracts, new business prospects, and strategic partners.
The CA will work with Business Development personnel and sector leadership to understand customer missions and lead the development of differentiated solutions through white papers, presentations, and proposal responses. This position requires leading the development of comprehensive solutions ranging from IT application development, enterprise services, O&M modernization, digital transformation, data and AI, and other technical areas across health and civilian federal agencies.
The role requires a broad and deep understanding of technology and industry trends and the ability to conceptualize enterprise solutions that differentiate Concept Plus from our competitors and shape the technical direction of the sector.
Oracle is a central component of this role: the Chief Architect must be deeply versed in Oracle technologies, including Oracle Cloud Infrastructure (OCI), Oracle E-Business Suite (EBS), Oracle Fusion applications, PL/SQL, and the Oracle database, and Oracle-based application modernization—and able to architect, position, and lead Oracle-centric solutions across the H&C portfolio while remaining equally strong across the broader technology landscape.
Responsibilities:
What you'll do
- Serve as the senior technical authority for the Health & Civil Sector, defining the technical vision, architecture standards, and solution strategy across the portfolio.
- Lead the development of innovative, winning solutions in support of major Health & Civil capture efforts, balancing these solutions against cost, schedule, function, quality, and other business considerations.
- Create and review white papers, proposals, and briefings demonstrating the thought leadership capabilities of the organization, as well as supporting various marketing and business development efforts through executive customer interaction.
- Drive capture strategy development through technical leadership, including the creation and marketing of discriminating value propositions and solution themes.
- Conduct pre-sales engineering activities, to include engaging directly with customers in combination with our Business Development teams and strategic partners.
- Own the overall solution architecture for key proposals, integrating contributions across a diverse range of technical topics.
- Provide technical leadership and oversight to solution architects and delivery teams across the sector, mentoring and developing the sector's architecture talent.
- Guide the development and maturation of reusable capabilities, accelerators, and technical differentiators across multiple accounts within the business.
- Support program management and business development reviews and assist in improving the performance and technical health of existing projects as required.
- Support delivery by providing technical expertise and developing creative solutions to program problems, issues, and concerns. Meet with customers when needed to brainstorm solutions and/or alternative solutions.
- Serve as the sector's senior authority for Oracle solutions, defining the architecture strategy and standards for Oracle Cloud Infrastructure (OCI), Oracle E-Business Suite (EBS), Oracle Fusion applications, and Oracle database (PL/SQL) across the H&C portfolio.
- Lead Oracle-based applications modernization efforts—including EBS-to-Fusion and on-premises-to-OCI migrations, re-platforming, and cloud-native re-architecture—balancing modernization approaches against cost, schedule, risk, and mission outcomes.
- Shape and position winning Oracle-centric solutions in capture and proposal efforts, and engage Oracle as a strategic partner to strengthen Concept Plus's differentiators and teaming posture.
Required Qualifications - BA/BS degree in Computer Science, Engineering, or a related degree.
- 15+ years of experience planning, architecting, designing, and developing system/software solutions, with at least 7+ years of experience in a Solution Architect, Chief Architect, or Lead Architect role.
- Experience in the following areas: System Development, Software or Application Development, Operations & Maintenance, System Architecture, Cloud Architecture, Agile/Scaled Agile.
- Experience developing or managing DevOps/DevSecOps solutions that rely on cloud-based infrastructure.
- Experience in architecture and design of distributed, highly scalable, highly available systems.
- Demonstrated experience providing technical leadership across a portfolio of programs or an entire business sector, including setting technical strategy, standards, and governance.
- Experience leading, mentoring, and developing solution architects and technical teams.
- Excellent written and oral communication and presentation skills.
- The ability to apply critical thinking across an opportunity lifecycle - understanding what a customer is looking for and conceptualizing how a response would address the customer's requirements.
- Experience translating technology solutions into high-quality, well-written responses throughout business development, capture, and proposal development lifecycles.
- The ability to conceptualize graphics to convey key solution concepts, graphically depicting process, relationships, dependencies, technologies, benefits, features, and other concepts that tie solutions to requirements.
- The proven ability to write, review, direct, and craft proposal sections across diverse disciplines and technology solutions.
- Deep, hands-on expertise with Oracle technologies, including Oracle Cloud Infrastructure (OCI), Oracle E-Business Suite (EBS), Oracle Fusion applications, and PL/SQL and Oracle database design and development.
- Demonstrated experience architecting and delivering Oracle-based application modernization and cloud migration initiatives (e.g., EBS-to-Fusion, migration to OCI, and legacy modernization).
- Proven ability to write, review, direct, and craft proposal sections across diverse disciplines and technology solutions.
