Requirements:
The ideal candidate profile includes:
- 3-5 years of government program/project management experience.
- Proven ability to deliver contracts end-to-end with minimal dependency on internal systems or teams.
- Project management experience for city, state, and federal contracts is highly desirable.
- Strong background in compliance, reporting, and audit-ready deliverables.
- Experience operating in fast-paced, build-as-you-go environments.
- Ability to manage multi-stakeholder engagements (government clients, primes/subs, internal teams).
- US Citizenship.
 
Mission of the Role
Own and deliver all government contracts from the moment they are awarded through full execution, reporting, and renewal readiness, without dependency on existing internal systems.
 
This role is accountable for ensuring that every contract Rwazi wins is executed flawlessly, regardless of internal constraints, resource gaps, or operational immaturity.
 
Scope of Ownership
The Project Manager will have full ownership of:
● Contract kickoff → delivery → reporting → renewal readiness
● Execution across federal, state, county, and city contracts
● Managing work as a prime with subcontractor or as a subcontractor under a prime and direct awards
● Ensuring all deliverables meet government standards, timelines, and audit expectations
 
This includes:
● Planning
● Execution
● Communication
● Documentation
● Risk management
● Final delivery quality
 
Core Principle:
This role does not depend on internal teams to function.
Internal teams are resources, not dependencies.
The Project Manager is expected to:
● Build alternative paths when internal execution is insufficient
● Execute directly when necessary
● Own outcomes fully, without escalation-based thinking
 
Key Responsibilities:
1. End-to-End Contract Ownership
● Lead execution from contract award through final delivery
● Translate contract scope into actionable execution plans
● Ensure all deliverables meet contractual, regulatory, and quality standards
● Drive timelines aggressively with zero slippage
 
2. Execution Without Dependency
● Deliver projects even when:
○ Ops capacity is limited
○ Internal processes are undefined
○ Resources are incomplete
● Personally step in to:
○ Run surveys, data collection, or field coordination if needed
○ Build interim workflows and systems
○ Source external support where required
 
3. Government Contract Delivery Excellence
● Manage compliance with:
○ RFP requirements
○ Reporting standards
○ Documentation expectations
● Produce:
○ Interim reports
○ Final reports
○ Exhibits, summaries, and council-ready materials
● Ensure deliverables are:
○ Defensible under public scrutiny
○ Clear for both technical and non-technical stakeholders
 
4. Multi-Stakeholder Management
● Act as the primary interface for:
○ Subcontractors or primes, where applicable
○ Government stakeholders
○ Internal product and data teams
● Maintain tight, proactive communication cadence
● Anticipate issues before they arise
 
5. Scrappy Problem Solving
● Operate with Plan A, B, C, D at all times
● Solve for:
○ Data gaps
○ Execution bottlenecks
○ Resource shortages
● Move forward without waiting for "perfect conditions."
 
6. Cross-Functional Execution (Hands-On)
● Work across:
○ Data collection (surveys, panels, field inputs)
○ Analytics and insights
○ Product coordination
○ Narrative/report writing
● Be capable of executing parts of each function directly when needed.
 
7. System Building (Future Scaling)
● Build repeatable execution frameworks from scratch
● Create:
○ Playbooks
○ Templates
○ Delivery systems
● Prepare the foundation for scaling into a full government delivery team
 
Required Experience:
Must-Have
● 5-10+ years in project/program management with government contracts
● Experience delivering for:
○ Federal, state, or municipal agencies
○ Or as a subcontractor under primes
● Proven ability to deliver complex projects without structured support systems
 
Strongly Preferred:
● Background across:
○ Market research/surveys/panels
○ Data collection and analysis
○ Consulting or advisory projects
○ Technology or software-enabled delivery
 
● Experience producing:
○ Government reports
○ Policy or strategy documents
○ Public-facing deliverables
