Seeking a Senior Program Manager / Contract Manager to be be responsible for the overall direction and completion of specific programs within the AFB.

Job Description:
The Senior Program Manager (KEY) will be responsible for the overall direction, coordination, implementation, execution, control, and completion of specific programs, ensuring consistency with company strategy, commitments, and goals. This role involves leading the program and project staff and providing strategic guidance to teams in ways that promote the company’s culture and vision.
The Senior Program Manager will oversee the progress of operations and serve as a key personnel member, ensuring seamless team management and development, program delivery, quality control, and evaluation.
Key Responsibilities:
• Lead the planning and implementation of project and program plans, ensuring resource availability and allocation.
• Develop and maintain program management documentation and other related materials.
• Direct and participate in high-level enterprise architecture analysis, evaluation, design, integration, documentation, and development.
• Provide technical and managerial leadership in establishing goals and priorities and in the overall management of current and planned activities.
• Utilize in-depth technical knowledge and business requirements to design and implement secure solutions to meet customer/client needs while protecting the corporation's assets.
• Develop integrated project plans, implementation schedules, and cost estimates for major projects.
• Coordinate cross-project activities and identify and manage interdependencies.
• Develop and control deadlines, budgets, and activities.
• Apply change, risk, and resource management principles when needed.
• Resolve projects’ higher scope issues.
• Prepare reports for program directors and other stakeholders.
• Analyze program risks, establish program priorities, and conduct periodic program reviews.
• Ensure program goals are met in areas including customer satisfaction, safety, quality, and team member performance.
• Implement and manage changes and interventions to ensure project goals are achieved.
• Meet with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
• Produce accurate and timely reporting of program status throughout its life cycle.
• Analyze program risks and develop risk management strategies.
• Conduct program evaluations and assessment of results.
Responsibilities:
• Oversees multifaceted program/project operations at ANGRC Joint Base Andrews, managing fiscal, operational, administrative, and HR aspects.
• Develops funding sources, represents and liaises with stakeholders, and provides technical guidance and leadership. Ensures work aligns with government-approved requirements.
• Dual Hat as the Contract Manager.
Qualifications:
• PMP certification required.
• MA/MS degree in a relevant field.
• 10 years of experience.
• Additional qualifications as per ITES-3S and specific government requirements.
• Must possess all required licenses for operating NIPR and SIPRNet.
• IAM II or III certification based on job duties and access levels at ANGRC JB Andrews.
• ITIL Foundations (minimum or higher level ITIL certification).
• Certified Associate of Project Management (CAPM) for supervisory roles.

• Proven experience as a Program Manager or other managerial position involving IT and systems engineering projects.
• Thorough understanding of project/program management techniques and methods.
• Excellent knowledge of performance evaluation techniques and key metrics.
• Outstanding knowledge of data analysis, reporting, and budgeting.
• Working knowledge of MS Office and program management software (e.g., MS Project, etc.).
• Excellent organizational and leadership skills.
• An analytical mindset with great problem-solving abilities.
• Excellent communication skills and comfortable presenting to stakeholders and senior leadership.
