Purpose of the Role: 

This is a hybrid role, involving a mix of home working and attendance at the office or onsite client premises within the Council. The role primarily involves carrying out enforcement functions to ensure the Council meets its statutory obligations regarding commercial safety through inspection, enforcement, education, and advice.

Key Responsibilities

• Carry out enforcement functions to help the Council meet its statutory obligations for commercial safety.
• Undertake inspections, enforcement actions, and provide education and advice to businesses and the public.
• Represent Harrow Council in a frontline, customer-facing role, often in challenging circumstances.
• Spend approximately 60% to 75% of working time conducting site-based visits across Harrow, carrying appropriate equipment; remaining time will be office-based (25% – 40%).
• Work collaboratively as part of the Enforcement team, ensuring compliance with all statutory requirements and relevant Council policies and procedures.
• Act as a duly authorised Officer of the Council, educating and working in partnership with both internal and external stakeholders to enhance public safety and wellbeing.

• Valid driving licence, with access to own vehicle for council-related business. Supplier must provide evidence of business insurance and complete a DVLA check.
• EHRB certificate and/or CIEH Professional Register number (evidence required).
• Demonstrated experience in enforcement or regulatory roles in a public-facing environment.
• Strong understanding of statutory obligations in relation to commercial safety.
• Ability to effectively manage site inspections and communicate with a diverse range of stakeholders.
• Comfortable working independently in the field and as part of a team.
• Use of public transport is permitted for work-related travel.
• Council vehicles will not be provided for this role.
• A Basic DBS check is required.
