Position: Accounting Technician
Location: Portsmouth
Duration: 6 Months 
Rate: £23.14 per hour

Job Profile:

We are seeking a motivated and proactive finance professional to support the Senior Accountant in delivering high-quality financial management and professional accountancy services. This role is based within the Directorate of Housing, Neighbourhood and Building Services (HNB) and will work closely with the Group Accountant or Finance Manager to provide financial advice, support budgetary processes, and ensure effective financial monitoring.
This is a temporary opportunity to cover for a period of extended absence due to ill health and will involve deputising for the Senior Accountant as needed.

Key Responsibilities:

• Provide financial and analytical support to the Senior Accountant and the wider finance team.
• Deliver accurate financial management information and professional advice to senior officers, service heads, members, and other key stakeholders.
• Assist with the preparation of monthly budget monitoring reports, financial forecasts, and the production of final annual accounts and statutory statements.
• Support the budget-setting process across the HNB Directorate.
• Contribute to the identification and delivery of cost and efficiency savings.
• Support the application of financial regulations, codes of practice, and interpretation of legislation.
• Assist with the preparation of grant returns and other regulatory financial submissions.
• Conduct financial appraisals of projects and proposals using appropriate accounting tools and techniques.
• Maintain and develop financial models to support robust financial planning and analysis.
• Ensure data integrity and consistency across financial systems, including Oracle Fusion and Business Intelligence tools.
• Uphold strong organisational and time-management practices to meet critical deadlines.
• Promote a culture of continuous improvement and innovation within the finance function.

Skills and Experience Required:

• Qualified Accounting Technician (AAT) or part-qualified CCAB accountant working towards full qualification.
• Proven experience in budget preparation, financial monitoring, and the preparation of monthly and annual accounts.
• Strong interpersonal skills with the ability to build effective relationships and deliver a high standard of customer service.
• Confident communicator, capable of liaising with staff at all levels, including senior officers.
• Effective team player with a collaborative and flexible approach to work.
• Demonstrated ability to meet deadlines under pressure, especially at year-end or during key financial cycles.
• Strong understanding of Local Government Finance (desirable).
• Knowledge of tools and techniques for financial appraisal and the ability to prepare clear financial evaluations.
• Experience in developing and maintaining complex financial models.
• High level of computer literacy, including advanced Excel skills and proficiency in Word, Outlook, and financial systems such as Oracle (E-Business Suite or Fusion).
• Excellent organisational skills, with the ability to prioritise tasks and focus on high-impact activities.
• Good awareness of customer care principles, equality and diversity, and Health & Safety standards.
• Open-minded and proactive in identifying and applying process improvements.
• Willingness to adapt to changing priorities within Financial Services and to take on new challenges with a positive, inquisitive mindset.
