About the Role:

The Waste Client Manager is the key liaison between the Council and the Waste Company. You’ll manage contracts worth over £30 million, including regional contracts valued at £14 million, ensuring services like waste collection, recycling, street cleaning, and winter maintenance are delivered efficiently and in line with the Council’s expectations and statutory obligations.

Key Responsibilities

• Act as Client Officer for the Waste Company, managing the £30m Integrated Waste Management contract and overseeing stakeholder relationships for £14m West of England contracts.
• Serve as the escalation point for contract disputes, ensuring resolution while mitigating risks and liabilities to the Council.
• Provide technical advice and project management support aligned with the Waste and Resources Strategy and upcoming legislation.
• Lead contract and client management for waste collection, disposal, treatment, street cleansing, winter maintenance, and commercial waste.
• Develop specifications, contract documents, and performance management systems to monitor service delivery and ensure continuous improvement.
• Collate and interpret waste statistics to comply with regulatory and statutory reporting requirements (e.g. DEFRA, Audit Commission).
• Ensure Health & Safety compliance and regulatory adherence across all waste service operations.
• Collaborate with internal departments and external stakeholders to deliver a coordinated, customer-focused waste management service.
• Lead and support procurement processes for new and re-commissioned waste contracts, both independently and in partnership.
• Oversee customer-facing aspects of the waste service, including reviewing fees/charges and improving digital engagement strategies.
• Support budget preparation and expenditure monitoring for all waste-related services.

Skills required

• Degree and/or full professional qualification, or equivalent through experience (APL).
• In-depth knowledge of waste management and cleansing operations, particularly in a Local Government context.
• Strong understanding of Contract Law, Environmental Law, and Health & Safety regulations as they pertain to waste services.
• Familiarity with national waste strategies and local authority roles in waste collection, treatment, and recycling.
• Experience in developing performance monitoring tools, SLAs, and robust contract management approaches.
• Proven record of senior-level experience in service delivery, performance improvement, and change management.
• Experience managing complex waste-related contracts and suppliers.
