Are you eager to land a brand new role? Our client, a busy local authority in London, are looking for an experienced Senior Enforcement Officer to join their team and play a crucial role in their surveying operations.  

Position: Senior Enforcement Officer 
Location: Harrow
Salary: £24.80 per hour (PAYE, Inside IR35) 
Contract Duration: Temporary (July 2025) with Possible Extension
Location: Hybrid Mix of hoe and office/onsite client premises.

Purpose:

• Manage planning enforcement work across the borough, including drafting statutory notices and handling related appeals.
• Negotiate and resolve conflicts with developers and stakeholders to secure effective community benefits.
• Oversee complex enforcement cases, ensuring compliance with planning regulations.
• Act as the Council’s expert witness in enforcement appeals via Public Inquiry, Informal Hearing, or written representations.
• Provide specialist planning advice and ensure legal obligations are met effectively.
• Support and mentor junior colleagues within the tea

Key Responsibilities:

• Conduct site inspections and surveys of active construction sites.
• Research and assess breaches of planning control, liaising with the public, applicants, and professional agents.
• Prioritise workloads and guide junior staff in enforcement matters.
• Prepare and review reports for statutory notices and sign off reports within delegated authority.
• Mentor and train junior staff in enforcement processes.
• Draft appeal statements and evidence for planning enforcement appeals.
• Represent the Council at hearings, inquiries, and court proceedings.
• Collaborate with Development Management on planning legislation enforcement.
• Instruct Planning Solicitors on enforcement matters.
• Handle public and elected member inquiries regarding planning enforcement.
• Represent the Planning Enforcement Service at relevant meetings with internal and external stakeholders.
• Ensure compliance with the Council’s equal opportunities, health and safety, and information security policies.

Skills & Experience Required Essential:

• In-depth knowledge of Town and Country planning legislation, policy, and procedures.
• Strong experience in planning enforcement, policy, or development management.
• Ability to manage workloads independently and meet deadlines.
• Excellent research, reporting, and documentation skills.
• Strong negotiation skills to resolve planning breaches effectively.
• Ability to adapt to changes in procedures, policies, and team structures.
• Effective teamwork and collaboration skills.
• Professional and courteous communication with stakeholders, including elected Members, Council Officers, and the public.
