Are you eager to land a brand new role? Our client, a busy local authority in Northwest London, are looking for an experienced Head of Quality Standards and Practice Improvement to join their team.

Position: Head of Quality Standard and Practice Improvement
Rate: £42.00 per hour (Umbrella) 
Contract Duration: 12 Weeks 

Key Responsibilities

Strategic Leadership

• Oversee safeguarding risk management for children and young people in need of care, protection, and youth justice services.
• Lead commissioning, procurement, and contract management, including ICT and workforce requirements.
• Develop and implement quality assurance frameworks, ensuring a measurable impact on children and young people.
• Ensure readiness for OFSTED inspections and corporate reviews.

Operational Management

• Serve as Principal Social Worker, representing People Services at regional and national forums.
• Manage the Harrow Safeguarding Partnership Board for Children and Adult Services.
• Lead initiatives to enhance professional standards, ensuring alignment with legislation, best practices, and council priorities.

Partnership & Collaboration

• Build and maintain multi-agency and cross-sector partnerships to deliver integrated services.
• Represent the Council in strategic discussions with partners, Councillors, and the public.
• Promote co-production with children, young people, and families to shape services effectively.

Workforce Development

• Lead recruitment, training, and retention programs to ensure a skilled and high-performing workforce.
• Foster evidence-based practices and professional development through supervision and reflective learning.

Additional Duties

• Act as Statutory Caldicott Guardian, ensuring ethical use of personal information.
• Serve as Agency Decision Maker for significant decisions regarding children’s welfare and care.
• Provide senior out-of-hours support and emergency planning response on a rota basis.

Job Requirement's 

Knowledge, Skills, and Experience

• Experience:
  • At least 5 years in children’s and/or adults' services, with a minimum of 3 years in a management role.
  • Demonstrated experience in strategic planning, service development, and leading change initiatives.
• Expertise:
  • In-depth knowledge of relevant legislation, including the Children’s Act 1989 and SEND Act 2014.
  • Leadership in multi-disciplinary teams and safeguarding practices.
  • Proven ability to manage large budgets (£10m+) and drive service improvements.
• Leadership Skills:
  • Effective leadership and management of diverse teams to deliver high-quality services.

Qualifications

• Degree-level education or equivalent relevant experience.
• Registration as a Social Worker with HCPC.
• 5+ years of post-qualification experience, including managing and supervising social workers
