Job Description: Environmental Health Officer

Grade: Current Grade 11

Job Purpose:
To deliver and manage workloads related to private sector housing, public protection, and pollution, including statutory nuisance, ensuring compliance with legal and policy standards. The role aims to protect and enhance the health, safety, and well-being of residents, consumers, and workers in the Borough through professional advice, inspections, and enforcement actions.

Key Accountabilities:

1. Regulatory Delivery: Implement objectives from the Community Regulation Service Plan, covering areas such as housing standards, statutory nuisance, and planning consultations to meet statutory obligations.
2. Inspections & Enforcement: Conduct inspections, investigations, and interventions, producing reports and taking action aligned with Council policies and enforcement strategies.
3. Professional Advice: Provide expert guidance to the public, stakeholders, and council services to ensure high-quality service delivery.
4. Project Leadership: Lead environmental health projects aligned with regulatory improvements to enhance service efficiency and statutory compliance.
5. Legal Processes: Conduct PACE interviews, prepare legal notices, and represent the Council in legal proceedings to secure statutory compliance.
6. Workload Management: Prioritize and manage tasks in line with Council policies to protect public health and safety effectively.
7. Public Interaction: Address public complaints courteously, ensuring accurate record-keeping for performance monitoring.
8. Policy Development: Assist in developing and maintaining Council policies and procedures to uphold legal standards and service excellence.
9. Health & Safety Compliance: Adhere to all health and safety requirements, utilizing appropriate safety equipment and following operational protocols.
10. Other Duties: Undertake additional tasks commensurate with the post grade to meet service needs.

Selection Criteria:

• Degree/Diploma in Environmental Health and EHRB registration.
• Significant expertise in private sector housing, public protection, and pollution, including statutory nuisance.
• Proven experience in enforcement actions, legal documentation, and independent decision-making.
• Strong organizational skills to manage multiple projects and produce clear reports.
• Ability to work unsociable hours and meet physical role requirements.
• Valid driving license with access to a vehicle for work purposes.

Additional Information:

• Exposure to mental pressures and risks of verbal/physical abuse.
• Regular use of Visual Display Equipment.
• Ability to travel within and beyond the Borough.
