Job Profile: Environmental Health Officer Directorate: Environment & Sustainable Communities

Reports to: Team Leader (Housing & Pollution)
Grade: Current Grade 11

Job Purpose To deliver both reactive and planned workloads related to private sector housing, public protection, and pollution control, including statutory nuisances, within the Community Regulation team. The role involves providing expert advice to stakeholders, ensuring statutory compliance, and improving the health, safety, and well-being of residents, consumers, and workers across the Borough.

Key Responsibilities

1. Service Delivery
   
   • Implement objectives from the Community Regulation Service Plan, focusing on areas such as:
     • Houses in Multiple Occupation (HMO) and mobile homes (licensing)
     • Tenanted housing and overcrowding
     • Empty/dilapidated buildings and filthy/verminous properties
     • Drainage, sewer enforcement, and statutory nuisances
   • Act as a planning consultee where appropriate.
2. Inspections and Enforcement
   
   • Conduct inspections, investigations, and interventions.
   • Prepare reports and take enforcement actions following Council policies and statutory regulations.
3. Professional Support
   
   • Provide expert advice to the public, stakeholders, and internal teams.
   • Ensure high-quality service delivery that demonstrates value for money.
4. Leadership
   
   • Lead environmental health projects and initiatives aligned with better regulation strategies.
5. Legal Compliance
   
   • Conduct taped interviews under the Police and Criminal Evidence Act (PACE).
   • Represent the Council in court proceedings to enforce legal compliance.
6. Workload Management
   
   • Prioritize tasks to protect public health, safety, and well-being.
   • Make independent professional decisions within the role's scope.
7. Customer Interaction
   
   • Address complaints and inquiries promptly and courteously.
   • Record all relevant information in the Council’s database for monitoring purposes.
8. Policy Development
   
   • Develop and maintain policies and procedures relevant to environmental health.
9. Health & Safety
   
   • Adhere to all Health & Safety requirements, including using safety equipment and participating in training.
10. General Duties

• Undertake additional responsibilities as needed to meet service requirements.

Selection Criteria Essential Qualifications:

• Degree or Diploma in Environmental Health.
• Registration with the Environmental Health Registration Board (EHRB).

Experience and Skills:

• In-depth knowledge of private sector housing, public protection, and pollution control.
• Experience preparing legal notices and undertaking formal enforcement actions.
• Ability to produce clear, concise reports and manage multiple tasks effectively.
• Strong interpersonal and professional communication skills, including fluency in English.

Personal Attributes:

• Positive, professional, and adaptable approach to work.
• Ability to work unsociable hours when required.
• Physically capable of carrying portable equipment.

Other Requirements:

• Valid driving license and access to a vehicle for business use, or alternative travel capability.

Additional Information

• DBS Check: Not required.
• Work Travel: Frequent travel across the Borough; designated car user status.
• Health & Safety Risks: Regular mental pressures, risk of verbal abuse, physical assault, and lone working.
