Role Profile: Inspector (Works) Department: Highway Works Coordination & Licensing
Reports to: Lead Works Coordinator Grade: SO1-PO1
Role Purpose: As an Inspector (Works), you will be at the forefront of maintaining safe, efficient, and compliant highways across the borough. Your role involves inspecting street works, licenses, highway infrastructure, and surface defects in line with street works legislation and other relevant laws. Your expertise will help ensure safety, compliance, and the smooth functioning of our roads while maximizing income opportunities for the Council.
Key Responsibilities:
Conduct systematic and ad hoc inspections, investigations, and surveys of street works, utility apparatus, and highway licenses, ensuring compliance with legislation.
Apply your knowledge of key legislation, including the New Roads and Street Works Act (NRSWA) 1991, The Highways Act 1980, and the Traffic Management Act 2004, to ensure adherence to standards.
Issue notices to utility companies, contractors, and other stakeholders, addressing street work defects and ensuring remedial actions.
Accurately record safety inspections and works performed, demonstrating the Council’s commitment to high maintenance standards.
Host site meetings to agree on traffic management strategies and working conditions that minimize disruption.
Verify permit compliance and report infringements, assisting in issuing fixed penalty notices and legal actions when necessary.
Support the coordination of all highway-related activities, including maintenance programs, events, and statutory undertaker works.
Utilize IT systems for data collection, reporting, and implementing innovative technologies to improve efficiency.
Provide expert advice during legal proceedings and compile necessary documentation for enforcement actions.
Participate in emergency response planning and operations as required by the Council.
Essential Skills & Qualifications:
Qualifications:
Street Works (NRSWA) Supervisor Accreditation.
Practical experience in highways or street works, including inspecting and assessing repairs.
Knowledge & Experience:
Strong understanding of highway legislation and health and safety standards.
Proven experience conducting highway inspections and managing compliance.
Skilled in analysing complex data and problem-solving.
Advanced IT proficiency, including working with databases and software such as CONFIRM.
Communication:
Excellent written and verbal communication skills to engage with a diverse range of stakeholders.
