Job Title: Environmental Health Officer
Directorate: Environment & Sustainable Communities
Grade: Current Grade 11
Reports to: Team Leader (Housing & Pollution)
Location: Bedford

Job Purpose To deliver both reactive and planned workloads concerning private sector housing, public protection, and pollution control. This includes addressing statutory nuisances, inspections of Houses in Multiple Occupation (HMOs), housing disrepair complaints, and enforcement actions under relevant legislation, such as the Housing Act 2004. The role aims to protect and improve the health, safety, and well-being of residents, consumers, and workers within the Borough.

Key Accountabilities

1. Service Delivery
   
   • Implement objectives in the Community Regulation Service Plan to enhance health, safety, and well-being across various areas, including HMOs, mobile homes, tenanted housing, and statutory nuisances.
   • Investigate breaches of legislation and take enforcement actions, including issuing notices under the Housing Act 2004.
2. Inspections & Enforcement
   
   • Conduct inspections and respond to housing disrepair complaints in accordance with enforcement protocols.
   • Undertake taped interviews under the Police and Criminal Evidence Act 1984 (PACE) and prepare evidence for legal proceedings.
3. Professional Advice
   
   • Provide expert guidance and support to the public, stakeholders, and internal teams, ensuring a high standard of service delivery.
4. Policy Development
   
   • Assist in developing and maintaining Council policies and procedures related to environmental health to ensure statutory compliance and effective service provision.
5. Workload Management
   
   • Prioritize and manage workloads to effectively address multiple tasks and ensure timely responses to public complaints.
6. Health and Safety
   
   • Adhere to all Health & Safety requirements, including the use of safety equipment and compliance with operational codes of practice.
7. Team Contribution
   
   • Participate in key environmental health projects and contribute to efficient service delivery aligned with regulatory frameworks.
8. Additional Duties
   
   • Undertake any other duties commensurate with the grading of the post to meet service needs.

Selection Criteria

• Qualifications: Degree or Diploma in Environmental Health and registration with the Environmental Health Registration Board (EHRB).
• Experience: Proven expertise in private sector housing, statutory nuisances, and preparing legal notices for enforcement actions.
• Skills: Strong organizational, decision-making, and communication abilities, with experience in preparing reports and advising stakeholders.
• Physical Requirements: Ability to carry portable equipment and travel efficiently across the Borough.
• Other: Full UK driving license and flexibility to work unsociable hours when required.

Additional Requirements

• Regular exposure to mental pressures, verbal abuse, and potential physical risks.
• Proficiency in handling public complaints and maintaining accurate records in the service database
