Role Purpose The Principal Network Compliance Officer is responsible for the day-to-day inspection and enforcement regimes under the New Roads and Street Works Act, Highways Act, and related safety inspections. This role involves ensuring compliance with statutory duties, improving highway conditions, and fostering collaboration with internal departments, police, and partner agencies.

Key Responsibilities

• Oversee statutory street works and highways safety inspections, ensuring adherence to legislation such as the New Roads and Street Works Act 1991 and Traffic Management Act 2004.
• Supervise Statutory Undertakers' activities to uphold the Council’s Network Management Duty.
• Issue formal notices, legal documents, and penalties in line with enforcement protocols.
• Conduct periodic highway safety inspections, identify defects, and manage remedial action.
• Represent the Council in public inquiries, external meetings, and legal proceedings, preparing reports and providing technical evidence.
• Collaborate with other departments to coordinate highway activities and respond to public concerns effectively.
• Plan and monitor temporary traffic restrictions, closures, and diversion routes in accordance with regulations.
• Support quality control through sample inspections, ensuring compliance with safety and reinstatement standards.
• Lead on investigatory programs, including coring, to maintain adherence to codes of practice.
• Maintain professional relationships with stakeholders and address complex customer service issues promptly.

• Ensure compliance with the Council’s information security and confidentiality standards.

Essential Knowledge, Skills, and Experience

• Strong understanding of relevant legislation (e.g., New Roads and Street Works Act 1991, Traffic Management Act 2004, Highways Act 1980).
• Proven experience in highway inspections, enforcement actions, and preparation of legal cases.
• Ability to work effectively under pressure and meet strict deadlines.
• Excellent verbal and written communication skills, with the ability to engage diverse stakeholders.
• Competence in using management systems, mobile technology, and PC-based tools (e.g., Word, Excel).
• Full, clean driving license and willingness to travel for work purposes.

Qualifications

• Educated to Advanced Level or equivalent experience.
• Street Works Supervisor qualification or similar (e.g., Highway Maintenance Inspection qualification).
• Evidence of continuous personal and professional development.

Other Requirements

• Willingness to work outside normal hours when necessary, including emergency responses.
• Capability to perform duties outdoors in various weather conditions.
