Strategic Operational Solutions, Inc. (STOPSO) seeks a highly motivated, experienced Proposal Manager to join the team. This is a strategically important position that will have a large impact to grow the company. There will be a separate compensation plan based on the successful win of a bid. The Proposal Manager will lead the development of all aspects of proposals working closely with business leadership and technical specialists, and with other partnering team members. The Proposal Manager will work with multiple lines of business (LoBs) within to help bid and win new business for the company.
Job Duties include but are not limited to:
- Qualify new opportunities in concert with the Business Development and Capture Management;
- Analyze government solicitations, identifying all requirements and criteria for evaluation;
- Resolve issues and set priorities for proposal development;
- Develop proposal schedule, outline, and compliance matrix;
- Coordinate a collaborative environment tool like SharePoint to facilitate proposal activities;
- Facilitate interactions between key personnel and business functions in proposal development efforts;
- Gather historical project technical and financial information used for proposal development/basis-of-estimate;
- Manage all aspects of proposal preparation, revision and submission;
- Coordinate inputs from technical, contracts, and finance departments;
- Coordinate, facilitate, and present internal reviews with upper management;
- Demonstrate independent exercise of judgment on details of work and in making preliminary selections and adaptations of proposal alternatives;
- Have excellent written and oral communication skills which support cooperation with task leader and support organizations;
- Provide reporting to Management of proposal generation activities and status;
- Review proposals, quotes, and cost sheets to insure proposals meet RFP requirements and compliance;
- Develop and maintain proposal generation processes; ensure that the proposal process follows STOPSO standards;
- Develop and maintain proposal generation tools, templates, etc.;
- Responsible for preparing, presenting, conducting and participating in reviews at all stages of the proposal and ensuring that the proposal conforms to the instructions, evaluation criteria and the SOW in the solicitation; and,
- Perform in a variety of proposal development roles, including but not limited to leading sections and/or volumes, technical writing and editing, and desktop publishing as needed;
- Track all proposal statistics.
Job Requirements - 5+ years of related experience in proposal development;
- 3+ years of relevant experience supporting a Federal government contractor. Must have a working knowledge of Federal and DoD contract types, General Services Administration and Federal Acquisition Regulations, and commercial procurement 3+ years of experience as a proposal manager;
- Bachelor’s degree required in related field;
- PMI Project Management Professional (PMP) training and/or certification is a plus;
- Association of Proposal Management Professionals (APMP) certification is a plus
- Detail oriented, proven experience and expertise in proposal management and development best practices (e.g. Shipley, etc.);
- Proven results on completing winning proposals;
- Proven ability to motivate, direct, and manage large multi-contractor proposal teams;
- Excellent strategic thinker and ability to formulate discriminators;
- Willingness and ability to serve as technical writer, when required;
- Willingness to work on responding to RFIs, when required;
- Comprehensive understanding of IT service offerings and functional areas across all system management lifecycle. Solid understanding of CMMI, ITIL, ISO, Enterprise Architecture, Information Assurance, and PMP are a plus;
- Comprehensive understanding and use of GWAC/IDIQs
- Excellent time management, written/technical writing, verbal, and presentation skills;
- Highly collaborative and extensive experience in collaboration tools and processes;
- Experience in leading large as well as multiple proposal efforts, including but not limited to, task order proposals;
- Experience in leading GWAC/IDIQ type of proposals;
- Experience in both large and small business environments;
- Capture management experience is plus;
- Must be highly motivated, goal-driven, and results-oriented;
- Self-disciplined and have a positive attitude and a team player; and,
- Strong working knowledge of Microsoft Word, Excel, PowerPoint, Adobe Illustrator, Adobe Photoshop
