Strategic Sourcing Manager

Overview


Our client, an established industrial manufacturer, is hiring a Strategic Sourcing Manager to take direct ownership of the sourcing function and the KPIs the business runs on: cost performance, supplier delivery and quality, and capital planning for tooling.


This is an ownership role, not a coordination role. You will set multi-year sourcing strategy, lead and coach a team of buyers, negotiate and administer supply agreements, and present KPI results and forecasts to business leadership. The right person is comfortable moving between coaching a team, negotiating with suppliers, and building the analysis that supports the decision.


Key Responsibilities
Sourcing Strategy

• Develop and execute multi-year sourcing strategies aligning spend, supply positioning (warehousing), and supplier partnerships to enterprise growth and margin goals.
• Lead end-to-end sourcing operations for direct categories, evaluating low-cost country versus domestic strategies and identifying opportunities.
• Maintain thorough knowledge of market dynamics and commodity outlook; use data and business intelligence to identify and act on market trends.
• Propose and implement mature sourcing policies.

Cost Performance

• Own Purchase Price Variance (PPV) performance across all categories: set targets, track actuals and forecasts, investigate and resolve variances, and lead corrective actions with suppliers and internal stakeholders.
• Manage premium freight and comparable cost and service KPIs with the same rigor.
• Present KPI results and forecasts regularly to business leadership.

Capital and Tooling Planning

• Own CAPEX planning and budget management for tooling investments across the supply base.
• Build and maintain project timelines for tooling programs, tracking milestones from PO placement through qualification and production readiness.

Supplier Performance and Contracts

• Complete ownership of supplier performance, including supplier quality, COQ and CONC.
• Negotiate and manage contracts, supply relationships, and stocking agreements for raw materials and finished products.
• Manage supplier relationships and develop strategic partnerships.
• Prepare appropriate risk management for supply contracts and agreements (sole source vs. single source vs. multi-source strategies).

S&OP and Cross-Functional Leadership

• Own a thorough understanding of the S&OP process, translating supply forecasts into clear commitments, expectations, and specifications.
• Lead and coach buyers; actively participate in cross-functional and tactical support teams.
• Handle special projects as assigned.

Qualifications

• Bachelor's degree from an accredited college or university, or equivalent work experience.
• 5-7 years of experience in sourcing or procurement for direct or indirect spend.
• 2-3 years of experience in a team leader role.
• Demonstrated ownership of PPV, premium freight, or comparable cost and service KPIs in a manufacturing environment.
• Experience managing CAPEX budgets and project deliverable timelines for tooling and/or capital equipment.
• Experience in contract management and supplier negotiations.
• Thorough knowledge of Master Supply Agreement (MSA) content and structure, including legal terms and conditions, transportation, INCO terms, payment terms, SOX compliance, and import/export.
• ERP/MRP and manufacturing plant experience.
• Proficient in Excel.

Preferred Qualifications

• Sourcing or procurement experience in electronics or electro-mechanical industries.
• Project leadership experience in electronics, electromechanical, or castings.
• Working knowledge or awareness of PCB manufacturing and sensor technology.
• Certified Supply Chain Professional (CSCP) or equivalent certification.

Skills and Tools

• Purchase Price Variance (PPV), premium freight, and supplier OTD KPI management.
• Negotiation, contract, and alliance management.
• Master Supply Agreements (MSA), INCO terms, SOX compliance, import/export.
• CAPEX and tooling program planning.
• S&OP process and supply forecast translation.
• ERP/MRP systems in a manufacturing environment; advanced Excel.
• Change agent with a bias toward continuous improvement.
• Excellent communication with internal customers, suppliers, and leadership.

Work Environment

• On-site in Houston, TX. Full-time, Monday through Friday.
• Travel under 30%.
• Manufacturing plant environment with cross-functional and supplier-facing exposure.
