Payroll Manager

Our client is looking for a Payroll Manager to lead payroll operations in Miami, FL. This role is responsible for managing end-to-end payroll, ensuring compliance with federal, state, and local regulations, and overseeing tax reporting and benefits administration.
The ideal candidate has strong experience in multi-state payroll, general ledger reporting, and systems such as ADP, SAP, or Oracle. You will lead a team, drive process improvements, and ensure accuracy, efficiency, and compliance across all payroll functions.

Minimum Skills Required
- Bachelor's degree in Human Resources Management, Business Administration, Payroll, Accounting, Finance, or any other related field of study; or any combination of relevant background, skills, and experience
- 3+ years of experience in a managerial role with a background in Payroll Operations and Benefits Administration.
- Extensive knowledge in General Ledger reporting
- Enterprise HR system experience preferred (SAP, ADP Workforce Now, and Oracle experience a plus)
- Clear understanding of basic accounting principles
- General knowledge of infrastructure requirements and components, SharePoint sites, intranets, and networks
- 2-3 years of experience in multi-state payroll tax filing is preferred.
- Must have experience with daily Federal, State and local tax deposits and their reports
Accountabilities
- Lead and oversee the payroll administration process, data maintenance and systems integration; supervise payroll processing during its entire lifecycle.
- Lead HR support functions such as Compensation Administration, Stock Plan Administration, Relocation Payments Reporting, and Financial Reporting.
- Bring expertise on Service Center best practices (including structure, tools, measurement, compliance and management) while driving continuous improvement for a scalable and sustainable delivery model.
- Ensure all SLAs within the shared services operation are consistently met/reviewed / revised as appropriate
- Monitor, analyze, and report on key data through the development of appropriate metrics which measure the performance of the service teams.
- Create and maintain effective organization of responsibility, including training, coaching, recognition, workflow patterns, performance standards, delineation of duties and responsibilities, staffing levels, and supervision for payroll operations organization. Develops, prepares, motivates, and assesses talent through the different performance management tools enabled in the organization
- Ensures services are well documented with robust operating procedures.
- Reviews the implementation of the 401(K) plans: maintenance of employee elections, and regular deduction validation.
- Ensures the proper execution of Stock and Equity income reporting. As well as partnering with Finance for the proper control reconciliation and administration for stock expense
- Manages the administration of benefit plans including but not limited to payroll deductions/adjustments.
- Provide communication and requirements to employees; Prepare leave notifications.
- Conducts audits of various payroll, benefits and/or other HR programs and recommends corrective actions, if applicable.
- Ensures Compliance with Section 125, COBRA, HIPAA, FMLA, and as well as other applicable state and federal benefit laws
- Conceive and implement next-generation HR processes and services that result in scalability, efficiency, quality, and value-creation
- Manages the submission of timely, accurate tax deposits and reports, and remains in compliance with all employment tax laws in order to limit legal exposure for Insperity.
- Interacts with various Federal, State and local taxing agencies regarding compliance with regulatory guidelines as well as resolving related issues.
- Reviews the daily Federal, State and local tax deposits and their reports.
- Reviews the payment and general ledger coding of all check or ACH payments for State unemployment taxes on Insperity accounts and all accounts in states requiring client-level reporting and follow through with their amendment.
- Reviews the returns for state income tax, state unemployment tax and various local taxes. Assists in all year-end processing and reporting, including W-2's and W-2C's.
- Verifies that tax reports and payments from the Master Tax program reconcile with ADP system.
- Review and approves all check requests for tax-related refunds and calculates taxes due on pre-tax deduction refunds.
- Advises and guides the payroll team regarding Federal and State payroll tax regulations and the correct processing of payrolls.
- Manages the unemployment benefits denials due to erroneous information given/entered into ADP payroll system.
- Leads in resolving FEIN issues and corrections due to erroneous information given/entered into ADP.
- Review, document and update written procedures and workflows
