Your role The SEC is delivering a 100% publicly owned renewable energy project in Horsham. The SEC Renewable Energy Park is an integrated solar and battery project to be built in two stages. We are seeking a
Project Manager to support the Project Director in infrastructure delivery activities. This role will lead best practice and quality assurance activities associated with renewable energy and energy storage infrastructure projects in the Asset Delivery team. The role requires a blend of project management expertise, technical knowledge in renewable energy systems, ability to manage a portfolio of projects, strong record of best practice delivery.
The focus of this role will be on assisting the Project Director to oversee the project’s delivery ˗ on time, within budget and in line with regulatory requirements, as well as the SEC’s best practice expectations. It will successfully develop and implement project plans for investment and asset delivery, ensuring project activities have been delivered in accordance with the approved investment parameters and contractual obligations (i.e., under commitment deed and Service Delivery Agreement) including best practice requirements (e.g., regarding community engagement, achieving social licence), and Local Jobs First (Local Content) obligations.
This is a fixed term 2-year contract, with option to extend based on business need, which can be located in Horsham or the Wimmera region. What you will do: Core accountabilities include:
Project Planning and Execution: - Develop comprehensive and clear project plans (i.e., for asset delivery activities), including scope, schedule, budget, and resource requirements.
- Verify reports and accounting from Engineering, Procurement, and Construction Management (EPCM) and other relevant contractors.
Stakeholder Engagement and Reporting: - Cultivate strong relationships with Engineering, Procurement, and Construction Management (EPCM), government agencies, local communities, Traditional Owners and environmental groups.
Compliance and Regulatory Requirements: - Ensure activities across the portfolio of projects comply with government regulations (i.e., electrical safety, Health, Safety and Environment), permits, and environmental standards.
- Verify progress and compliance against best practice requirements and regulations by EPCM and other relevant contractors.
Budgeting and Cost Control: - Manage project budgets, track expenditures, and ensure cost-effective procurements.
Risk Management: - Identify and assess project risks, developing mitigation strategies for timelines and budgets.
Contractual Obligations: - Ensure that each project is being delivered and operated in line with the approved investment parameters and government requirements including best practice requirements (e.g., regarding community engagement, achieving social licence), Local Jobs First (Local Content), Traditional Owner engagement, and circular economy obligations.
- Review and ensure accuracy and clarity of EPCM and contractor progress reports.
Interface across SEC business units and beyond - Engage with internal and external stakeholders to achieve successful project and program outcomes including contract negotiation, variations and execution in line with SEC policies.
Who you are: Must Have: Your capabilities and areas of expertise that matter most for this role are:
- Experience operating as a Project Manager managing EPC / EPCM activities on Solar and/or BESS projects.
- Able to spend up to two days per week on site in Horsham (accommodation can be provided).
- Proven project management experience in renewable energy, infrastructure development or related field.
- Strong knowledge of renewable energy technologies: solar, wind, energy storage systems.
- Extensive experience in best practice delivery of projects including in meeting local content targets, Traditional Owner / Aboriginal Victorian engagement, conducting social procurement and successful community engagement.
- Experience managing contractual obligations under share sale agreements, joint development agreements, or MOUs.
- Excellent communication skills, influencing diverse stakeholders effectively.
- Demonstrated leadership managing cross-functional teams and contractors.
- Proficient in project budgeting, budget monitoring and financial reporting.
- Ability to work in a fast-paced and dynamic delivery environment.
- Tertiary qualification in Engineering, Project Management, Supply Chain, Planning or related field.
Highly Desirable - Strong understanding of government policies related to energy infrastructure projects.
- Extensive experience in project scheduling, budgeting and resource planning software.
- Experience in preparing renewable energy or storage asset investment business cases.
- Familiarity with various project management platforms like Aconex, Procore, and Primavera.
- Project Management Professional (PMP) certification.
- Familiarity with government policies, regulations, and commercial arrangements for renewable energy.
