Position Title: Community Development and Sustainability Lead (APF Tie-In Project)
  
Are you a passionate community development professional with a track record of delivering impactful sustainability initiatives? OSM People is seeking a dedicated Community Development & Sustainability Lead to support the successful implementation of the APF Tie-In Project for our client. In this key role, you’ll build strong relationships with internal and external stakeholders to drive sustainable community investment initiatives that align with project goals and local content requirements. 
  
Position Objective
The primary responsibilities include supporting the development and successful implementation of the APF Tie In Project’s Community Development and Sustainability strategy.
This includes interfacing effectively with functional teams including Community Affairs, Sustainable Development and Community Development as well as the Foundation, to identify and deliver sustainable community investment projects that meet communities’ needs and assist the Project in meeting local content obligations by maximizing industry participation.

• 12-month fixed term rolling contract
• Adhoc Travel to PNG post 12 months
• Brisbane based opportunity
• No FIFO or Relocation offered
• Individuals with full Australian working rights/ Australian passport
• Oil & Gas experience (Preferred) or resources background considered
• Pipeline experience preferred

Key Responsibilities:

• Develop and maintain strong working relationships with Clients’ Community Affairs, Sustainable Development, and Community Development teams, as well as the Clients’ Foundation.
• Provide technical leadership and strategic advice on community development issues within the project area of influence.
• Lead the process of assessing local community needs where data is unavailable or outdated.
• Identify, budget, and seek approvals for sustainable community development and investment projects.
• Collaborate with the Clients’ Sustainable Development Manager to align initiatives with corporate sustainability goals.
• Oversee the execution of community initiatives within approved budgets and timelines.
• Monitor and evaluate community projects to ensure alignment with the Sustainable Development and Community Investment Plans.
• Ensure compliance with governance protocols related to community investments.
• Maintain comprehensive documentation and records for all projects.
• Deliver timely progress updates and reporting to key stakeholders.
• Build and lead a capable team using existing personnel and new resources as needed to execute the project’s sustainability strategy.

  
Professional Experience

• Minimum of 5 years' experience in a similar role within Papua New Guinea.
• Proven project management expertise, including planning, budgeting, governance, and reporting.
• Leadership and team management experience.
• Excellent verbal and written communication skills.
• Strong knowledge of corporate governance, social responsibility, and sustainable development.
• Experience engaging stakeholders and communities to build a Social Licence to Operate.
• Demonstrated ability to manage internal and external stakeholders to achieve sustainability outcomes.
• Prior experience in community development within the PNG context.
• Previous grant management experience is highly desirable.

Qualifications:

• Tertiary qualifications in Project Management, Business Management, Development Studies, Social Science, Community Development, Public Administration, or a related field.
• Candidates with substantial relevant experience in PNG or developing country settings are strongly encouraged to apply.

Technical Competencies:

• Exceptional negotiation and stakeholder engagement skills.
• Proven ability to work effectively with remote and field-based teams.
• Skilled in budget and schedule tracking and management.
• Strong communication of sustainability concepts to diverse audiences.
• Knowledgeable in applying sustainability principles within the PNG context.
• Deep understanding of community and stakeholder engagement practices in PNG.
• Ability to collaborate with external community development partners.
