Position Title: Regulatory and Compliance Advisor (APF Tie-In Project)
Are you a strategic thinker with a deep understanding of regulatory frameworks and a passion for ensuring project success? OSM People is seeking a skilled Regulatory and Compliance Advisor to support the successful delivery of the APF Tie-In Project for our client. In this pivotal role, you’ll work closely with key internal and external stakeholders to guide regulatory approvals, manage project risks, and ensure full compliance with applicable standards and regulations.

Position Objective
The primary responsibilities include developing and executing the regulatory approvals strategy for the APF Tie-In Project and ensuring timely and compliant project delivery. This includes leading stakeholder engagement efforts related to regulatory matters, overseeing compliance tracking and reporting, and collaborating with project and functional teams to manage risk and meet regulatory obligations across all phases of the project.

Key Responsibilities:

• Establish and maintain strong working relationships with internal teams (Government Affairs, Legal, and Project) and external stakeholders including regulatory bodies.
• Provide expert guidance on regulatory and compliance matters affecting the project.
• Develop and coordinate the project’s regulatory compliance framework, including identifying obligations, assigning responsibilities, tracking and reporting compliance status, and maintaining audit-ready documentation.
• Ensure all regulatory engagements are logged in accordance with the Client Management System
• Maintain the project’s Regulatory Compliance Register.
• Collaborate with project contractors to verify that their compliance systems are appropriately managed and report on applicable regulatory obligations.
• Manage the preparation and submission of regulatory documentation, including environmental reports and applications required under PNG legislation (e.g., Oil and Gas Act 1998).
• Identify and proactively manage regulatory compliance risks.
• Deliver regular compliance updates and status reports to internal stakeholders.
• Act as a liaison between the project and regulatory authorities such as the National Petroleum Authority (NPA), Conservation and Environment Protection Authority (CEPA), National Museum and Art Gallery (NMAG), and Department of Works (DOW), as directed by the Environmental & Regulatory Lead.

Professional Experience:

• Minimum 5 years of experience in a regulatory approvals, compliance, or government affairs role.
• In-depth knowledge of regulatory frameworks and legislative requirements for oil and gas projects in PNG.
• Proven ability to navigate complex permitting and approval processes.
• Strong written and verbal communication skills.
• Demonstrated experience engaging with PNG regulatory agencies and stakeholders.

Qualifications:

• Tertiary qualifications in a relevant field such as environmental science, engineering, social science, or law are highly regarded.
• Alternatively, substantial demonstrated experience in a similar regulatory role will be considered.

Technical Competencies:

• Strong negotiation skills and a proven track record of successful regulatory engagements.
• Expertise in oil and gas regulatory approvals within the PNG context.
• Results-oriented with the ability to influence and facilitate approval outcomes.
• Comprehensive understanding of PNG’s stakeholder and joint venture landscape.
