Evaluation Officer - EL2 / SES1

Key Duties:

• Undertake a comprehensive review of the Department Program pilot, including its design, implementation, efficiency, outcomes, and lessons learned.
• Engage with stakeholders through workshops, interviews, surveys, and focus groups, managing all associated logistics.
• Analyse legislative and policy requirements, qualitative and quantitative data, and key program transition points (e.g. EOIs, applications, enrolments).
• Develop a detailed report with findings, recommendations, and up to three alternative program delivery options to enhance uptake and impact.
• Collaborate with departmental staff to ensure the review aligns with government objectives and supports the program's future rollout.

• Proven experience in evaluating government programs, including policy and program implementation, and providing actionable recommendations.
• Demonstrated ability to engage effectively with diverse stakeholders (e.g. universities, students, government staff) through workshops, interviews, and surveys.
• Strong skills in qualitative and quantitative data collection, collation, and analysis to assess program design, outcomes, and efficiency.
• Experience in preparing detailed written reports with findings, recommendations, and alternative options for program delivery.
• Background in higher education, particularly in areas involving universities, student programs, or related initiatives (desirable).
• Proven ability to manage complex projects, coordinate logistics, and meet strict deadlines.
• Competence in assessing legislative and policy frameworks to ensure alignment with program objectives and support intended outcomes.
• Capacity to work collaboratively with departmental staff to align review outcomes with government objectives and guide implementation.
• Ability to identify lessons learned and propose innovative solutions, including alternative mechanisms for program delivery.
