EL1 Senior Business Analyst - Contract Management Experience

Location: Canberra, ACT
Contract: Labour-hire contract to 30 June 2027
Pay: $120 - $145 p/h including super (negotiable)
Work type: Full-time
Work arrangement: Canberra-based hybrid. Full-time on site for the first 3 months, or until the ICT landscape, requirements and project objectives are understood. Flexible arrangements may be considered afterward, subject to approval. Contractors must be on-site in Canberra at least 3 days per week.
Clearance: Must hold a current Baseline clearance or above

About the Role
This is a senior labour-hire role with our Federal Government client, supporting digital language capability across a high-demand public information service. You will help make business needs clear, manage contract artefacts and support delivery across complex ICT projects.

You will work with business, technical and external stakeholders to map processes, test gaps, shape solution blueprints and support improved digital services. The role suits someone who can lead through ambiguity, keep priorities moving and produce clear artefacts people can use.

What You'll Be Doing

• Lead strategic planning, process mapping and modelling activities
• Run gap analysis to test current capability against future service needs
• Develop solution blueprint inputs for a future visualisation capability
• Translate complex business needs for enterprise, program, operational and project stakeholders
• Prioritise requirements with business stakeholders based on value and impact
• Facilitate workshops to capture requirements and define improved processes
• Manage contract artefacts, stakeholder engagement, change control, risks and quality
• Produce BA artefacts, functional specifications, technical specifications and risk plans
• Transfer knowledge and maintain clear documentation in line with recordkeeping practices

What You Bring (Essential Criteria)

• You've led business analysis in complex, ambiguous ICT or digital service environments
• You can map, analyse and redesign business processes to improve service outcomes
• You've translated business needs into clear requirements, artefacts and specifications
• You can facilitate workshops and build agreement across busy stakeholder groups
• You've managed competing priorities, deadlines and multiple connected tasks
• You've managed contracts or contract artefacts with internal and external stakeholders
• You're an Australian citizen
• You must hold a current Baseline clearance or above

Nice to Have (Desirable Criteria)

• 3+ years of practical business analysis experience in a medium to large environment
• Experience developing, delivering or operating a business-led web content translation or language services capability
• Experience with User Acceptance Testing and User Experience analysis
• Multicultural services, CALD communications or public information delivery experience
