Position Title: Finance Manager
Reports To: Chief Executive Officer (CEO)
Employment Type: Permanent Full-time
Location: Canberra, ACT

Position Purpose The Finance Manager provides strategic, operational, and governance leadership across the organisation’s financial function. The role ensures financial sustainability, statutory compliance, and high-quality financial analysis to support informed organisational decision-making. It oversees financial operations, reporting, budgeting, forecasting, and internal controls, enabling the organisation to deliver compliant, high-quality services and meet its strategic objectives.

Main Duties and Responsibilities Financial Management and Reporting

• Oversee day-to-day financial operations including accounts payable, accounts receivable, payroll, and general ledger management.
• Prepare accurate monthly, quarterly, and annual financial and management reports.
• Ensure timely preparation of statutory financial statements and coordinate external audits.
• Maintain and strengthen internal financial controls to ensure compliance with Australian accounting standards.

Budgeting, Forecasting and Analysis

• Lead the annual budgeting process in collaboration with senior leaders.
• Develop and maintain rolling forecasts and cash flow projections.
• Monitor financial performance against budget, investigate variances, and provide actionable insights.
• Provide robust financial analysis to support strategic and operational decision-making.

Governance, Compliance and Risk

• Ensure compliance with all relevant financial, taxation, and statutory obligations under Australian law.
• Maintain effective financial policies, procedures, and delegations of authority.
• Identify, assess, and mitigate financial risks in collaboration with organisational risk and governance frameworks.
• Support internal and external audits, regulatory reviews, and organisational compliance activities.

Strategic and Commercial Support

• Provide financial input into business cases, tenders, pricing models, and funding proposals.
• Analyse financial viability and sustainability of services and programs.
• Contribute to long-term financial planning and organisational strategy.

Leadership and Collaboration

• Lead, mentor, and develop Finance team members to build capability and a customer-focused service culture.
• Work collaboratively with operational and corporate teams to strengthen financial capability and understanding across the organisation.
• Provide guidance to managers to support informed financial decision-making and accountability.

Qualifications Education – Required or Strongly Preferred

• Bachelor’s degree in Accounting, Finance, Business, or a related field.
• Professional accounting qualification (CPA, CA, or equivalent).
• Strong understanding of Australian accounting standards and financial regulations.

Experience

• Demonstrated strategic financial leadership within a complex organisation.
• Strong experience in financial reporting, budgeting, forecasting, and cash-flow management.
• Experience preparing statutory financial statements and supporting audits.
• Sound capability in financial governance, compliance, internal controls, and risk management.
• Proven analytical and problem-solving skills in dynamic environments.

Skills and Competencies

• Advanced financial literacy and commercial acumen.
• Strong working knowledge of accounting systems and financial reporting tools.
• High attention to detail, excellent organisational skills, and ability to manage competing priorities.
• Excellent written and verbal communication skills, with the ability to present complex information clearly.
• Understanding of relevant funding models (desirable).
