Senior Change, Communications and Business Analysis Specialist Contract Role – $137.00 per hour plus superannuation Commencing February 2026
Exciting opportunity is available for an experienced and delivery-focused Senior Change, Communications and Business Analysis Specialist to support a large-scale Cyber Uplift Program within a highly regulated public sector health environment.
This role is suited to a seasoned practitioner who thrives at the intersection of organisational change, communications, business analysis, and technical documentation. You will play a critical role in ensuring complex cyber security and digital initiatives are translated into practical, user-focused outcomes that drive workforce adoption and sustainable uplift.
About the Role Working closely with senior program leadership, cyber security specialists, ICT teams and business stakeholders, you will support the successful delivery of cyber uplift initiatives impacting clinical, operational and corporate systems.
You will operate within a structured governance framework and contribute to initiatives that support critical health technology environments, including infrastructure, clinical systems, ICT security and protective security functions.
This is a hands-on, outcomes-driven role requiring sound judgement, discretion, and the ability to navigate complex stakeholder landscapes.
Key Responsibilities Change Management & Organisational Readiness
- Lead structured organisational change activities supporting cyber security uplift initiatives.
- Conduct change impact assessments, stakeholder analysis and readiness evaluations.
- Develop and implement practical, governance-aligned change strategies.
- Establish and support change champion networks and workforce engagement mechanisms.
Communications & Stakeholder Engagement - Develop targeted communication strategies for executive, management and frontline audiences.
- Produce high-quality written materials including executive briefings, decision papers, updates and workforce guidance.
- Translate complex cyber security, ICT and AI concepts into clear, accessible messaging.
- Support senior leaders with concise, decision-ready communication products.
Business Analysis & Documentation - Undertake requirements analysis, impact assessments and dependency mapping.
- Develop operational documentation including guidance materials, task cards, FAQs and knowledge articles.
- Support digital knowledge repositories and operational handover frameworks.
- Ensure documentation supports compliance, continuity and long-term capability uplift.
Strategic Contribution - Provide advice on workforce readiness, adoption risks and sequencing considerations.
- Contribute to program planning from a people-impact perspective.
- Support continuous improvement of change and knowledge management practices.
- Undertake additional duties aligned to successful program delivery.
About You - Relevant tertiary qualifications and/or significant professional experience in change management, communications, business analysis or a related field.
- Demonstrated experience delivering change management in complex ICT or cyber security programs.
- Strong business analysis capability, including requirements gathering and impact documentation.
- Exceptional written communication skills with experience producing executive-level materials.
- Ability to translate technical cyber security concepts into user-centred artefacts.
- Proven ability to operate autonomously in high-pressure delivery environments.
- High levels of judgement, discretion and professionalism when working on sensitive initiatives.
Highly Desirable - Experience supporting cyber security uplift initiatives (including Essential Eight adoption).
- Experience within government or similarly regulated public sector environments.
- Familiarity with structured governance frameworks and public sector delivery models.
