Responsibilities of the Commercial Manager:
- Lead the commercial strategy for National Highways Maintenance & Response (M&R2) procurement
- Shape procurement approaches aligned to evolving National Highways frameworks
- Drive supply chain engagement, negotiation, and partner selection strategies
- Lead pricing models, risk allocation, and commercial structuring within major bids
- Oversee all contractual and commercial aspects of the procurement process
- Collaborate closely with bid, operational, and executive leadership teams
- Support the transition from procurement into mobilisation and delivery phases
- Develop innovative commercial models and long-term delivery solutions
- Ensure robust governance, compliance, and commercial best practice throughout
Criteria of the Commercial Manager: - Degree in Quantity Surveying, Commercial Management, or equivalent
- Extensive experience in highways maintenance, infrastructure, or civil engineering
- Strong background in NEC contracts (especially Term Service / performance-based models)
- Proven experience in major framework procurement and bid leadership
- Track record in Commercial Manager or Senior Commercial roles within National Highways environments
- Direct involvement in procurement and bid phases of large-scale highways contracts
- Strong commercial judgement, risk management capability, and strategic thinking
- Experience leading supply chain procurement and strategic partnerships
- MRICS membership desirable but not essential
