The Project Quantity Surveyor is responsible for providing commercial and cost management support to the project delivery team across assigned works packages. The role supports effective cost control, procurement, contract administration, and financial reporting throughout the project lifecycle, helping protect project value and ensure successful delivery in accordance with contractual and governance requirements.
The Project Quantity Surveyor operates as part of the project commercial team, working under the direction of the Senior Quantity Surveyor and Project Commercial Manager.
Reporting Line
Reports directly to the Senior Quantity Surveyor, with functional oversight from the Project Commercial Manager.
Key Responsibilities
Cost Management & Commercial Support
- Support commercial management of assigned works packages from project inception through to final account.
- Assist in preparation of cost estimates, cost plans, and budgets in line with project requirements.
- Monitor project costs, forecasts, and cash flow, highlighting variances and risks to the Senior Quantity Surveyor.
- Support proactive management of cost variance and financial performance.
Procurement & Contract Administration
- Support procurement strategies and tendering activities for assigned packages.
- Prepare and administer tender documentation and contract forms (predominantly NEC4).
- Support contract award processes in line with governance and approval requirements.
- Assist in administration of contracts throughout delivery, ensuring compliance with contractual obligations.
- Manage the integration and administration of contracts within CEMAR or equivalent contract management systems.
Change Control & Compensation Events
- Support assessment and administration of Compensation Events and variations.
- Assist in evaluating cost and programme impacts in accordance with contract requirements.
- Maintain accurate records of change, supporting agreement and close‑out of variations.
- Escalate potential commercial risks or claims to the Senior Quantity Surveyor as required.
Measurement, Valuation & Payments
- Measure and value works in accordance with contract terms and project progress.
- Prepare and assess interim payment applications within contractual timescales.
- Support preparation of payment certificates and financial reporting.
- Ensure valuations are accurate, auditable, and aligned with physical progress.
Reporting & Forecasting
- Provide accurate cost and commercial data to support project reporting and forecasts.
- Support the preparation of commercial reports, estimates to complete, and cash‑flow updates.
- Maintain clear audit trails for cost, change, and contractual decisions.
Stakeholder & Interface Support
- Liaise with contractors, clients, and internal stakeholders to support effective commercial delivery.
- Work closely with Project Managers, Engineers, and Package Managers to align cost, scope, and programme.
- Support resolution of commercial queries through collaborative engagement.
Governance, Quality & Best Practice
- Ensure all commercial activities comply with company quality assurance processes and governance requirements.
- Maintain accurate, complete, and auditable commercial records.
- Support audits, reviews, and assurance activities as required.
General
- Maintain site presence where required to support delivery, valuation, and progress verification.
- Support continuous improvement and lessons‑learned initiatives.
- Undertake other duties as delegated by the Senior Quantity Surveyor or Project Commercial Manager.
