Position: Health, Safety, and Environmental Officer, North Africa
 
Location: Zgounder, Morocco
Reports to: Regional Health, Safety, and Environmental Manager
 
About the Position
The candidate will be based in Morocco and report to the Regional Health, Safety, and Environmental Manager. The suitable candidate must be able to speak and write in both French and English.
 
Portal Compliance:

• Completion of daily, weekly, and monthly reports
• Manage the Positive Performance Indicators (PPI) Score to ensure the region is >90%
• Update and maintain the Total Recordable Incident Frequency Rate (TRIFR)
• Update and maintain the compliance portal for North Africa on a daily and monthly basis
• Ensure all compliance issues are reported on the Portal, and corrective actions arising from these issues are being closed out ina  timely fashion
• Ensure all incidents are reported on the Portal, and corrective actions arising from these incidents are being closed out in a timely fashion
• Ensure annual Non-Conformances are reported on the Portal, and corrective actions arising from these non-conformances are being closed out in a timely fashion

 
Health and Safety

• Work with the Regional Health, Safety, and Environmental Manager and site specific managers to foster a safety culture within the region
• Promote actions that reinforce the desired safety culture
• Ensure sites are conducting effective safety meetings every month
• Audit and ensure safety material is being appropriately posted within the sites
• Monitor and ensure the effectiveness of Health & Safety Committees
• Ensure all facilities have completed a site specific risk register and that actions are being implemented to continuously reduce site risks
• Distribute monthly Toolbox talk to sites
• Ensure issues identified during site safety meetings are being addressed in a timely fashion
• Plan and implement the HSE training matrix for all sites
• Review and update the Emergency Evacuation Plans for North Africa
• Ensure corrective actions arising from monthly Site Hazard Inspections are being closed out in a timely fashion
• Conduct annual review of Emergency Response Plans with Operations Management for each site to ensure plans are current and being adhered to
• Conduct annual Safety Audits for each Site to ensure Compliance with ALS's HSE Minimum Standards

 
Risk Management

• Liaise with local government, relevant agencies, and ALS centralized support services to comply with statutory requirements on environmental and safety issues
• Investigate and recommend solutions to resolve historical HSE incidents within North Africa
• Ensure the Loss Control sheet is updated for insurance purposes every year for North Africa (firefighting, building type, insured value)
• Audit to ensure Site Hazard Inspections are effectively conducted at each site quarterly
• Conduct annual review of Risk Registers with Operations Management for each site to ensure registers are current and being adhered to. Submit reports thereof to the Regional Health, Safety, and Environmental Manager
• Audit to ensure Employee Health Monitoring Programs are properly implemented in each Site (Lead, Silica, Heat, Noise, Air Flow, Illumination)
• Ensure that the employee leads the risk and hazard identification process for the region.
• Alert the management to key emerging risk areas
• Make input to improve risk mitigation strategies
• Actively participate in crisis management activities as and when required

 
Training

• Monitor employee induction training and raise concerns thereof to ensure compliance
• Monitor ALSTAR to ensure Compliance Training is completed. Work with site managers to close any gaps
• Ensure members of Health & Safety Committees have received appropriate training
• Ensure appropriate staffing levels for First Aiders and that their training is adequate
• Ensure staff receive the appropriate training/certification for safety-sensitive tasks, such as forklift training

About you
The successful candidate would be:

• A Minimum of a tertiary qualification in Safety and Environmental Management from a University or a recognized Institution
• Minimum 5 - 10 years' relevant experience with a multinational company
• Excellent written and verbal communication skills in English and French are a mandatory requirement.
• Good interpersonal skills and effective in working in a multi-cultural environment.
• Sound technical knowledge of Geochemical analytical techniques
• Ability to travel
