The Electrical Construction Manager serves as the Owner's Representative responsible for overseeing medium-voltage/high-voltage electrical construction activities across substation, switchyard, and transmission infrastructure projects. This role focuses on managing contractor performance, ensuring installation quality, and maintaining alignment with project schedule, budget, and technical requirements. The Electrical Construction Manager provides daily field oversight, coordinates across contractors, vendors, and utility stakeholders, and ensures all high-voltage systems are constructed, tested, and energized in accordance with design intent, safety standards, and owner expectations.
Minimum Qualifications:
- Bachelor's degree in Electrical Engineering, Construction Management, or related field, or equivalent experience
- 5-10+ years of experience in electrical construction management on high-voltage substation, transmission, or power generation projects
- Strong experience with medium-voltage and high-voltage systems, including substations, switchyards, and transmission infrastructure
- Working knowledge of substation equipment including transformers, circuit breakers, disconnect switches, bus systems, relays, protection systems, and associated controls
- Experience working in field-based construction environments with strong contractor coordination responsibilities
- Familiarity with utility standards including NESC, NEC, IEEE, and other applicable codes and regulations
- Strong understanding of construction sequencing, energization planning, and system integration
- Proficiency in Microsoft Office Suite; experience with construction or project management platforms preferred
- Strong communication, coordination, and problem-solving skills
Duties and Responsibilities:
- Serve as the Owner's Representative for medium-voltage and high-voltage electrical construction scopes including substations, switchyards, and transmission interconnections
- Provide daily field oversight of construction activities, ensuring work is executed safely, efficiently, and in compliance with contract documents
- Oversee installation of major substation components including transformers, circuit breakers, disconnect switches, buswork, grounding systems, protection systems, and associated controls
- Monitor construction progress and verify installation aligns with approved drawings, specifications, and design intent
- Conduct routine site walks to evaluate quality, workmanship, and safety compliance
- Coordinate closely with General Contractors, electrical subcontractors, utility companies, and vendors to address field issues, sequencing challenges, and interface risks
- Support planning and execution of critical construction activities such as outages, tie-ins, and energization sequences
- Participate in and/or lead coordination meetings to ensure alignment across contractors, vendors, and project stakeholders
- Review and validate construction schedules, including CPM updates and look-ahead plans, ensuring proper sequencing of high-voltage installation and energization activities
- Track key milestones including equipment delivery, installation completion, testing, and energization readiness
- Identify schedule risks and work with project teams to develop mitigation strategies
- Manage and track owner-furnished equipment and long-lead substation components, including manufacturing, delivery, storage, and installation readiness
- Coordinate with vendors for factory acceptance testing (FAT), delivery logistics, and issue resolution
- Review contractor submittals, RFIs, and change orders related to electrical scopes, ensuring alignment with project requirements and design intent
- Validate contractor pay applications based on installed work, progress achieved, and contract milestones
- Support commissioning and energization activities including pre-functional testing, system validation, and turnover readiness
- Coordinate with testing teams, protection and controls engineers, and commissioning agents to ensure systems are properly installed and operational
- Enforce quality control and safety requirements across all construction activities, ensuring compliance with project standards and regulatory requirements
- Perform regular safety observations and support adherence to site safety programs
- Track project progress and provide regular reporting to owner leadership, including updates on schedule, risks, constraints, and forecasted impacts
- Maintain accurate project documentation including RFIs, submittals, field reports, and issue logs
- Coordinate permitting, inspections, and interface with authorities having jurisdiction (AHJ) and utility stakeholders as required
- Support project closeout including punchlist resolution, testing completion, documentation turnover, and energization milestones
- Maintain consistent communication with project leadership, contractors, vendors, and stakeholders to ensure transparency and timely resolution of issues
