The Project Controls Manager serves as the Owner's Representative and single source of truth for the project schedule across complex, mission-critical construction programs. This role is responsible for integrating multiple contractor and vendor schedules into a comprehensive master schedule, validating logic, sequencing, and contract compliance, and overseeing schedule governance throughout the project lifecycle. Acting as the client's schedule gatekeeper, the Project Controls Manager evaluates change order requests, develops fragnets, and performs scenario and risk analysis to support informed decision-making.
Minimum Qualifications: - Bachelor's degree in Construction Management, Engineering, or a related discipline, or an equivalent combination of education and experience
- 10+ years of progressive experience in project controls, scheduling, or planning roles on large, complex construction programs
- Expert-level proficiency in Primavera P6, including development, integration, and maintenance of highly complex, multi-party schedules
- Deep understanding of Critical Path Method (CPM) scheduling and its practical application across large capital projects
- Demonstrated experience integrating multiple general contractor and vendor schedules into a single, master program schedule
- Proven capability to analyze, validate, and support change order requests through detailed schedule impact analysis
- Strong experience developing fragnets, conducting "what-if" scenario modeling, and assessing schedule risk and recovery strategies
Duties and Responsibilities: - Serve as the single source of truth and gatekeeper for the overall project schedule on behalf of the client, ensuring accuracy, consistency, and alignment across all stakeholders
- Develop, maintain, and manage an integrated master schedule by consolidating and validating schedules from general contractors, vendors, and key trade partners
- Independently review, audit, and validate GC and vendor Primavera P6 schedules for logic, sequencing, constructability, and contractual compliance
- Establish and enforce scheduling standards, coding structures, milestone definitions, and reporting requirements across the program
- Evaluate schedule updates and progress submissions, identify variances, and clearly communicate drivers, impacts, and risks to project leadership
- Lead schedule impact analyses associated with change order requests, including development of fragnets and time impact analyses to objectively assess entitlement
- Develop and run multiple "what-if" and recovery scenarios to support decision-making related to scope changes, procurement delays, or sequencing constraints
- Monitor critical path and near-critical path activities, identifying emerging risks and recommending proactive mitigation strategies
- Provide executive-level reporting and presentations that translate complex schedule data into clear, concise insights for senior leadership, investors, and the C-suite
- Collaborate closely with construction management, procurement, commissioning, and client teams to align sequencing from early planning through turnover and commissioning
- Support the development of policies, procedures, and best practices related to project controls and scheduling excellence
- Track and report key milestones, long-lead activities, and OFCI interfaces to support informed, timely program decisions
- Support claims avoidance through accurate schedule governance, documentation, and transparent reporting
