The Office of the National Rail Safety Regulator (ONRSR) is a national regulator responsible for overseeing rail safety across Australia. With a workforce of around 200 employees and an annual operating budget of $48 million, ONRSR plays a critical role in ensuring the safety and integrity of the national rail network. Operating within a regulatory and governance-driven environment, ONRSR is focused on strengthening internal capability and leveraging technology, data and insight to support its strategic priorities and future direction.
Reporting to the Executive Director Corporate Services, the Senior Manager, Technology Services will lead the end-to-end IT function, managing 6 direct reports and a broader Technology Services workforce of 12 employees at a pivotal stage of transformation. Following a recent review of structure and operating model, you will take ownership of rebuilding capability, embedding a cohesive and accountable culture and establishing a clear, fit-for-purpose operating model. A key priority will be implementing a hybrid approach that balances internal capability with external managed service providers, alongside strengthening vendor relationships and governance. With oversight across core platforms including Microsoft (Azure and SharePoint), enterprise systems and internally developed regulatory platforms, you will bring structure, clarity and discipline to the function while supporting the business to deliver key initiatives across regulatory systems, data management, analytics and future AI capability.
You are an experienced IT leader with broad technical foundations and a track record of leading end-to-end functions within small to mid-sized organisations. You bring a pragmatic, hands-on approach and are comfortable operating in environments where structure, capability and culture need to be built rather than inherited. You have demonstrated experience leading through change, building and mentoring employees and establishing trust in complex environments. A strong governance and risk mindset, combined with the ability to partner effectively with the business and influence outcomes, will be critical, as will a leadership style that drives accountability, collaboration and sustained performance.
Shape and lead the IT function which underpins partnering with the Business to enable the achievement of ONRSR’s Strategic Direction.
