About CPM We're CPM Advisory and Project Management, and we work with government clients to deliver infrastructure that matters to communities. As a client-side consultancy, we're involved in projects from the early planning stages right through to delivery and handover.
Our team comes from all sorts of backgrounds: civil, mechanical, and electrical engineering, plus plenty of people with solid buildings project management experience. We work across five main areas:
Civil (Roads & Transport), Energy, Ports & Maritime, Water, and Social Infrastructure.
The projects we work on are the kinds of things you drive past or use every day: roads, rail lines, utilities, dams, marine infrastructure, civic buildings. We're there working alongside public sector clients to make sure these projects are built right, on time, and deliver real value to our clients and the community.
Our values aren't just words on a wall. They genuinely guide how we work:
People First, Adaptability & Technical Excellence, Collaboration and Positive Legacy.
About the Role This is a senior client-side Program Manager role within our Water team. You’ll be the lead across the full program lifecycle, from planning through to delivery, managing a team, working closely with client stakeholders, consultants, and delivery partners to keep complex, interdependent projects on track, on budget, and delivering real outcomes.
Day-to-day, that means overseeing program-level planning, driving physical delivery across multiple workstreams, managing risk, and providing strategic advice that helps achieve infrastructure goals for the community.
Most of our engagements involve being seconded to a client organisation as an embedded resource, and this role is no different. You’ll work as part of the client’s team while remaining connected to CPM.
Success in this role comes down to strong program governance, trusted stakeholder relationships, and the ability to drive end-to-end delivery across a large, complex water infrastructure program.
Skills | Experience | Qualifications We’re looking for an experienced Program Manager with a strong background in water and sewerage infrastructure delivered at program scale. You’ll bring:
- 15 + years of experience in infrastructure project and program management
- Demonstrated experience planning and delivering sewerage and water infrastructure programs, end-to-end, not just planning phase
- Strong program-level planning and delivery capability: the ability to see across a complex, multi-workstream program and drive it through to completion
- Experience leading and developing teams
- Confidence working client-side or embedded within a government or utility client environment
- Strong stakeholder management and communication skills
- A proactive, solutions-focused approach when things get complicated (and on programs like this, they do)
Your background might be with government organisations, utilities, or consultancy. What matters most is your hands-on experience planning and delivering programs in the water/wastewater sector.
