Community Recovery and Resilience Officer (Coordinator)
Full-time Fixed Term – 14 Months (Funded Position)
The Opportunity
This role has been established through State Government Disaster Recovery funding and is aimed at strengthening Council’s future resilience and its capacity to continue supporting the community following the weather events of 2025. The Community Recovery and Resilience Officer (Coordinator) (CRRO Coordinator) is a 14-months fixed-term position created to support the long-term recovery and resilience of the Hinchinbrook Shire following the North and Far North Queensland Tropical Low that occurred between 29 January – 28 February 2025.
The CRRO Coordinator will work closely with the community to address immediate, medium, and longer-term needs of those impacted by the event, ensuring a locally informed recovery process and contributing to enhanced resilience for the future.

General Salary Information This position is classified between Level 7 – Level 8
(dependent on skills, qualifications and experience) under the
Hinchinbrook Shire Council Local Government Officers (Stream A) Certified Agreement.
The salary range is between $111,380 - $122,107 per annum, plus superannuation.

Key Responsibilities - Lead the development of local recovery plans that are informed by local recovery needs and implemented through community informed recovery actions;
- Leading community‐informed initiatives, by facilitating linkages, collaboration and partnerships between and across groups, supporting and enabling the development and achievement of the objectives in medium to longer term recovery and resilience planning and having a focus on building upon local strengths and capabilities of the affected communities;
- Establishing a local face-to-face presence with community organisations and key community stakeholders across the affected communities to engage and identify community strengths, needs, aspirations and developmental opportunities, facilitate community planning days and to support and nurture prioritised community recovery and resilience projects;
- Lead the development of programs and initiatives that drive community recovery and resilience outcomes across key areas of vulnerability and exposure to natural hazards in the Hinchinbrook Shire;
- Identifying and implementing local community informed activities aligned with the purpose of the CRRO initiative. This will ensure that communities develop the capability to manage their own recovery, reducing reliance on government disaster-related assistance;
- Deliver timely reporting and updates to funding bodies, Council and the Executive Leadership Team on recovery and resilience initiatives under the program; and
- Undertake diligent financial management, procurement, records and documentation management practices in accordance with Council and Queensland local government standards.

- Extensive leadership experience in delivery of community engagement and development programs;
- Previous experience or sound knowledge of project management principles and project planning, particularly in the delivery of community and socio-economic development projects;
- Demonstrated experience in coordinating consultants and resources, including planning workloads and supporting performance outcomes;
- Well-developed stakeholder engagement skills to support effective community and business engagement practices;
- Highly developed verbal and written communication skills, with the ability to tailor communication to suit different audiences;
- Strong organisational skills with the ability to prioritise workloads and manage time effectively;
- Ability to self-motivate and work autonomously, while contributing as part of a multi-disciplinary team;
- Well-developed computer literacy and proficiency in the use of Microsoft Office applications: and
- Current Queensland ‘C’ Class Drivers Licence.
Desirable - While not mandatory, vocational or tertiary qualifications in a business, social sciences and community services-related discipline will be highly regarded.
