Latrobe Community Health Service is a large, independent, not-for-profit community health provider delivering integrated health and social services across Victoria and nationally. Founded in Gippsland, LCHS has grown into a multi-service organisation supporting individuals, families and communities through primary health, allied health, mental health, oral health, NDIS, aged care, and child and family programs. Since 2023, LCHS has entered a new chapter with a new CEO, a new Board Chair, a refreshed executive team, and a new 2025–2029 strategy focused on integration, client experience, and building a more efficient, scalable and sustainable operating model.

The Opportunity
LCHS is operating at increasing scale and complexity, and delivering consistent, high-quality oral health services across multiple sites requires more than strong clinical leadership, it requires systems and operations that work. This newly created role has been designed to provide a dedicated operational counterpart to the Clinical Director, Oral Health. Together, you will form a true co-leadership partnership with the capability and authority to build the systems that enable high-quality clinical work to happen consistently, efficiently and at scale.

You will be defining how the function works. Your decisions will directly shape how services run day-to-day, influencing both efficiency and patient experience. Reporting to the Executive Director Medical Services and Oral Health, this is a rare chance to build something that endures for the organisation, and for the communities it serves.

Your responsibilities
The remit is broad. Key focus areas include:

• Service operations and performance: leading day-to-day clinic operations across multiple sites, including rostering, workforce allocation, appointment systems, waitlist management, throughput and utilisation
• Systems and continuous improvement: standardising rostering, client services and administrative workflows to reduce variation and lift operational efficiency
• Leadership and workforce capability: leading and developing high-performing client services and administration teams, building cohesion, accountability and succession
• Partnership and integrated delivery: working side by side with the Clinical Director and external stakeholders to support integrated care and strong referral networks
• Operational planning and accountability: translating oral health strategy into practical regional plans, performance measures and consistent execution across sites
• Financials and risk: managing budgets, assets and operational reporting, and monitoring operational risks affecting quality, access, safety and financial performance

What you'll bring
This role will suit a leader who thinks in systems and who is motivated by creating something that endures. Specifically, you will bring:

• Tertiary qualifications in health, hospital administration, public health, business management or a closely related field.
• Demonstrated experience leading operations across multi-site health, community services or comparable regulated environments
• System and process orientation: you've standardised workflows, rosters and client service functions before, and you know how to make consistency stick
• The credibility to build trusted partnerships with clinical leaders, leading through influence rather than authority
• A pragmatic continuous improvement mindset grounded in data, structure and operational discipline
• Sound judgement in complex, ambiguous and multi-stakeholder environments
• Strong commercial acumen across budgets, resources, facilities and lean operational processes
• An ability to build meaningful relationships across a wide range of stakeholders
