Shape the future of health intelligence in Aotearoa
Health Quality & Safety Commission Te Tāhu Hauora is an independent national voice on the quality and safety of health care for all New Zealanders. Established under the Pae Ora (Healthy Futures) Act 2022, the Commission plays a critical role in measuring, analysing, and driving improvement across the health system.
About the Role
Reporting directly to the Chief Executive and sitting on the Executive Leadership Team, the Director of Strategic Intelligence and Insights leads the Commission's strategic intelligence, data and analytics functions, providing trusted evidence and insights on the quality and safety of health care across Aotearoa. This role ensures that data is transformed into meaningful intelligence that informs decision-making, supports improvement, and contributes to better health care experiences and outcomes for New Zealanders.
You will lead the strategic development and delivery of national health quality intelligence, build and steward key data partnerships across the sector, and strengthen the Commission's reputation as a trusted and independent source of health quality insights in New Zealand and internationally. You will also deputise for the Chief Executive when required.
Key Responsibilities
- Provide authoritative, system-level leadership on health intelligence
- Shape and deliver a national health quality intelligence strategy aligned to the Commission's statutory functions and pae ora goals
- Build and sustain strategic partnerships with Health New Zealand Te Whatu Ora, Ministry of Health Manatū Hauora, and other key agencies
- Establish data-sharing frameworks that uphold privacy, Māori data governance and ethical use of health information
- Lead a high-performing team of analysts, fostering a culture of learning, curiosity, and equity-focused thinking
- Provide robust intelligence, reporting, and strategic advice to the Chief Executive, Board and Ministers
About You
You are a senior leader with deep expertise in health intelligence, data governance, and performance measurement, and the executive presence to match. You bring extensive senior leadership experience in the New Zealand public sector, combined with advanced knowledge of health data, analytics, and quality systems. You have a genuine and demonstrated commitment to Te Tiriti o Waitangi and its application in data and health contexts, and a proven ability to build high-trust relationships across complex, multi-agency environments.
Your track record includes leading transformational change and driving system-level outcomes and you hold a relevant postgraduate qualification in a field such as Public Health, Data Science, or Health Policy. Above all, you are a systems thinker who can translate complexity into clarity and turn intelligence into impact.
Why This Role
This is more than a leadership position. It is an opportunity to influence how Aotearoa understands the performance, quality and safety of its health system through trusted evidence, analysis and insight. The Commission is widely respected for its independence, rigour and credibility, and this Director will play a central role in strengthening that reputation and ensuring our insights inform improvement across the sector.
