Tucker-Reeves Associates is seeking a Senior Momentum Financials Business Analyst to support the Department of Veterans Affairs (VA) on the FMBT program, a high-impact federal modernization initiative.
 
This effort will transform how the VA manages budgeting, accounting, and financial reporting across the enterprise. You will work alongside CGI Federal and senior government stakeholders to drive requirements, improve financial processes, and ensure successful implementation of Momentum Financials.
 
 
KEY RESPONSIBILITIES

• Analyze current-state business processes and support future-state design
• Gather, document, and validate functional requirements
• Support system configuration and ensure alignment with business needs
• Assist with data validation, migration, and system integrations
• Ensure compliance with federal financial standards (USSGL, Treasury reporting)
• Develop test scenarios, execute functional testing, and validate system outputs
• Support Agile delivery (stand-ups, sprint reviews, backlog refinement, PI planning)
• Create documentation, training materials, and user guides
• Collaborate with cross-functional teams including technical, functional, and program leadership

 
 
REQUIRED QUALIFICATIONS

• Bachelor's degree (Business, Finance, IT, or related field preferred)
• 3+ years of experience as a Business Analyst supporting system implementations
• 3+ years of experience with federal financial systems (Momentum preferred)
• Experience with Momentum Budget module and/or integrations (collections, deposits)
• Strong understanding of federal accounting (USSGL, budget execution, reporting)
• Experience working in an Agile environment (SAFe preferred)
• Experience with Jira and Confluence
• Strong analytical, problem-solving, and communication skills

 
 
PREFERRED QUALIFICATIONS

• Prior experience supporting VA or other federal agencies
• Experience with data migration and financial system testing
• Exposure to Power Platform, ServiceNow, Salesforce, or similar tools
• Experience with BI/reporting tools (Power BI, Tableau, Business Objects)
• Consulting background supporting federal clients
• PMP, CBAP, or similar certifications
