Responsibilities
Establish an independent quality assurance system to monitor company compliance with Part-145 Authority requirements.
Hold direct access to the General Manager on all quality and safety system matters.
Define the human factors principles to be implemented within the organization.
Implement a quality audit programme reviewing compliance with all maintenance procedures at regular intervals for each aircraft type (or component) maintained — including managing and completing audits and producing audit reports. Ensure any observed non-compliances or poor standards are raised with the person concerned via their manager.
Request remedial action from the line maintenance manager or accountable manager as appropriate; follow up and close out any non-conformances identified.
Convene regular meetings with the General Manager to appraise the effectiveness of the quality system.
Include any reported discrepancy not adequately addressed by the relevant person, or any disagreement over the nature of a discrepancy.
Prepare standard practices and procedures (the MOE and associated procedures) for use within the organization, ensuring their adequacy against Part-145 and any regulatory amendments.
Submit the MOE and any associated amendments to the Authority for approval.
Assess suppliers of new and used components and materials for satisfactory product quality against the organization's needs.
Issue, renew, and cancel certifying staff authorisations (may be delegated).
Analyse defects on aircraft undergoing maintenance to identify and promptly address any adverse trends.
Capture feedback from maintenance incidents/issues and feed it into the continuation training programme.
Assess contractors working under the quality system, maintaining the expertise to do so to the relevant Authority's satisfaction; also assess external specialist services used by the organization in performing maintenance.
Liaise with Customers' Quality Departments on all statutory and quality-standard requirements for work undertaken on customer aircraft, engines, and components.
Liaise with aviation regulatory authorities on occupational safety and aircraft/ground incident investigations.
Advise the General Manager and line managers on aviation safety management.
Establish and maintain the company's SMS policy and objectives.
Ensure compliance with all relevant statutory and company regulations and standards pertaining to aviation.
Oversee organizational risk assessment and evaluation by the operational department.
Manage the SMS implementation plan.
Monitor the effectiveness of mitigation actions.
Maintain the SMS documentation.
Plan and organize staff safety training.
Provide senior management with independent advice on safety matters.
Conduct incident investigations.
Provide periodic safety performance reports, review safety performance indices against defined objectives, and report organizational performance to management to set safety performance targets.
Perform any other duties assigned by the General Manager.
