Overview of the Role:
Katalis is seeking an Agrifood (Grains) Adviser to undertake a rapid review, to engage with the grains industry in Indonesia and to consider and confirm plans for operationalising the grains partnership. The rapid review will consider the market implications from Katalis’s COVID-19 Impact Assessment, apply a Gender Equity and Social Inclusion (GESI) lens and develop an indication of those businesses and organisations that are well positioned to co-invest in grains partnership activities.
About the Program:
The Governments of Indonesia and Australia have entered into the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA), creating a framework to unlock the vast potential of the bilateral economic relationship. To support this ambition, the IA-CEPA includes a new Economic Cooperation Program (ECP), known as Katalis. Katalis’s goal is to maximise the benefits of IA-CEPA, support trade and investment, improve market access, and promote inclusive economic growth in Indonesia. The primary objective is to ensure the efficient and effective implementation of IA-CEPA to increase two-way trade and investment that is broad based and inclusive. Through a “Collaborative Hub”, Katalis will work with Australian and Indonesian partners, combining sound trade and development practice by supporting Indonesia to maximise the benefits of IA-CEPA, addressing regulatory challenges (through technical assistance), while resourcing innovative industry engagement in sectors of mutual interest, and by investing in standards, skills and private sector development in new areas.
About the Role:
The establishment of a ‘Grains Partnership’ was a specific activity identified by Australia and Indonesia during the IA‑CEPA negotiations and subsequently included as a key activity in the Katalis Investment Design Document. It is a strategic initiative to create deeper relationships across grains value chains for the mutual benefit of both countries. However, there have been significant changes in the industry and market context since the Investment Design Document was completed in early 2020. For example, feed grain imports are not attractive at present given increased domestic grain supply and reduced demand from the major user industry (poultry) as consumer purchasing power has declined during the COVID-19 pandemic.
