About the Program
The goal of the Vanuatu Health Program (VHP) is to support the Ministry of Health (MoH) achieve the health objectives of the National Sustainable Development Plan 2016-2030 and its commitment to the delivery of health services demanded at national, provincial and local levels for a healthy, secure and productive population. The end of program outcomes (EOPOs) are:
(a) Ministry of Health (MoH) senior staff lead continuous improvement and strengthened accountability of the Vanuatu health sector; and
(b) MoH corporate services, public health and clinic services staff increase delivery of equitable, accessible and better quality essential health services.
The VHP is delivered through three key modalities: policy dialogue conducted by the Department of Foreign Affairs and Trade (DFAT), technical assistance provided by the VHP and direct budget support provided by DFAT to the MoH and agreed through a Direct Funding Agreement (DFA). The role
The role of the Direct Funding Agreement Program and Procurement Manager will be to support the MoH and the VHP to oversight the DFA’s between DFAT and the MoH, including: the Health Sector Program (established in 2014); the Vanuatu Health Program (established in 2020); Cyclone Pam Recovery Program; Ambae Response Package; COVD-19 and TC Harold Recovery Package; and any other Australian health funds as directed.
Specific duties may include supporting MoH managers to scope, plan and budget their activities under the DFA’s, implement internal controls for DFA expenditure and report on expenditure tracking functions. The DFA Program and Procurement Manager will serve as the day-to-day point of contact for DFAT on the health DFA’s to ensure they’re informed of overall activity and progress.

You will have a post-secondary or tertiary qualifications in accounting, economics, project management or a related discipline. Also essential to the role is demonstrated high level project and strategic program management skills, with an in-depth understanding of international aid donor requirements and expectations (including DFAT).
