Job Title:          Finance Business Partner 
Type:                 Temporary until March 2027
Location:         Remote
Salary:              £466.58 per day PAYE or £650 per day Umbrella
Hours:               37 hours a week
 
BRC are working closely with a Local Authority who are looking to appoint an experienced Finance Business Partner to provide strategic financial leadership and support the Council's SEND Reform Programme.

This role will play a key part in establishing robust financial governance, processes and financial planning arrangements following the Council's SEND Reform Plan and the award of Experts at Hand grant funding.
 
This role involves providing strategic financial advice and business partnering support across the SEND Reform Programme, ensuring effective financial planning, governance and sustainability.
 
Duties:

• Design and embed a new financial operating model for SEND Reform.
• Work collaboratively with existing finance teams to establish robust processes aligned with current Department for Education expectations.
• Develop and maintain effective arrangements for SEND financial planning, budget setting, monitoring and forecasting.
• Lead budget setting, monitoring and forecasting for the Experts at Hand grant.
• Manage and monitor the residual Deficit Management Plan budget.
• Provide financial support and constructive challenge to the wider SEND Reform Programme.
• Develop financial modelling and options appraisal to support decision-making.
• Ensure SEND reform initiatives are financially sustainable.
• Produce clear and timely financial reports in line with Council reporting cycles.
• Prepare financial information for relevant boards, meetings with the Department for Education, Schools Forum and elected members.
• Support the review of SEND funding policy, including banding and funding arrangements across different settings.
• Establish and maintain robust financial governance and processes.

 
Requirements:

• Proven experience working in a finance business partnering or strategic finance role.
• Strong experience of financial planning, budget setting, monitoring and forecasting.
• Experience of working within a Local Authority or public sector environment would be highly desirable.
• Knowledge and understanding of SEND finance and/or education funding would be advantageous.
• Strong financial modelling and options appraisal skills.
• Experience of providing financial advice, challenge and support to senior stakeholders.
• Excellent communication and reporting skills, with the ability to present complex financial information clearly.
• Strong understanding of financial governance and accountability.
• Ability to work collaboratively across finance, operational and programme teams.
