Job Title:     Planned Works Surveyor

BRC are working with a social housing provider who are looking for a dedicated and experienced surveyor to join their team based in Bristol on a contract basis. You will be hybrid working, working from the office, home and visits to sites across Bristol, down to North Somerset and Glastonbury.
  
Overall Purpose:

• Deliver and manage planned investment works to ensure safe, high-quality homes where residents feel proud and cared for.
• Support the delivery of our five-year Asset Strategy focused on modernisation, energy efficiency, and compliance.
• Strengthen contractor procurement and contract management for major works programmes.
• Foster a joined-up, customer-focused approach to asset management across general needs housing, care homes, extra care, and sheltered housing settings.

  
Main Responsibilities:

• Planned and Cyclical Works:

1. Administer and oversee capital investment and cyclical maintenance programmes across the organisation’s property portfolio.

1. Survey existing stock (including specialist housing and care buildings) to scope and programme future planned and major works.

1. Deliver technical oversight, specialist knowledge and contract management for a range of programmes, ensuring value for money, quality delivery, and regulatory compliance.

• Procurement & Contractor Management:

1. Lead on the procurement of contractors for planned and major works, adhering to procurement policies and ensuring best value.

1. Manage contracts effectively, including pre-contract setup, performance monitoring, variation control, and post-work inspections. 

• Quality Assurance & Inspections:

1. Carry out robust post-inspection of completed works to ensure quality, compliance, and resident satisfaction.

1. Undertake ad-hoc surveys to manage one-off complex repairs or defect investigations, especially in care environments where disruption must be minimised.

1. Maintain accurate asset data through regular stock condition surveys, including HHSRS, Decent Homes, and energy efficiency assessments (e.g. EPCs). 

• Collaboration & Support:

1. Work closely with the Responsive Repairs Team to ensure a seamless interface between responsive repairs and planned works.

1. Provide technical support to Housing Managers, Care Home Managers, ECH managers and Handypeople where required.

1. Contribute to new build handovers to ensure stock is received in line with standards and defects are appropriately managed.

• Health & Safety and Legislative Compliance:

1. Ensure all construction activity complies with CDM regulations, Health & Safety at Work Act, and relevant Building Regulations and Planning Requirements.

  
Job Requirements

• HNC/NVQ Level 4 or above in Building Surveying, Construction, or similar; or equivalent substantial experience.
• Technical knowledge of construction, building pathology, and fire safety.
• Experience in planned maintenance delivery, contract management, and procurement within social housing or similar environments.
• Experience of managing works within care or vulnerable resident environments is highly desirable.
• Strong project management skills and attention to detail.
• Confident in using asset management databases and Microsoft Office tools.
• Excellent verbal and written communication skills, with the ability to explain technical issues to non-technical audiences.
• A proactive, can-do approach with a focus on customer experience and continuous improvement.
• Strong understanding of safeguarding and the importance of working respectfully within vulnerable housing environments.
